From November 27 to 28, 2023, Special Representative of the Chinese Government on African Affairs Liu Yuxi attended the 9th edition of the Dakar International Forum on Peace and Security in Africa upon invitation. Themed "Africa's Potentials and Solutions in the Face of Security Challenges and Institutional Instability", the conference was attended by more than 1,200 people, including President of Senegal Macky Sall, President of Mauritania Mohamed Ould Ghazouani, Prime Minister of Guinea-Bissau Geraldo João Martins, and representatives from over 50 countries in Africa and beyond as well as from international organizations.

Special Representative Liu Yuxi introduced China's efforts for peace and security in Africa at the plenary session of the first phase of the forum, and pointed out that the Global Security Initiative proposed by President Xi Jinping provides China's solution for the world to address peace and security challenges. The international community should build consensus on security, fully respect Africa's sovereignty, increase support for Africa's capacity building, adhere to promoting peace through development, and make new contributions to peace and development in Africa.

The Dakar International Forum on Peace and Security in Africa, first held in 2014, is a platform with significant influence for exchanges on peace and security in Africa.
