On June 17, 2024, Assistant Foreign Minister Miao Deyu met in Beijing with Deputy Managing Director for the Asia and Pacific Department at the European External Action Service Paola Pampaloni, who was in China for the China-EU Human Rights Dialogue. Miao Deyu gave a comprehensive introduction of China's vision and achievements of human rights, stressing that the Communist Party of China stays true to the fundamental purpose of serving the people wholeheartedly, takes the people's aspirations for a better life as its goal, and constantly realizes, safeguards and develops the fundamental interests of the broadest majority of the people. Always putting the people front and center with the belief that a happy life for the people is the most important human right, China has found a path of human rights development that meets the trend of the times and suits its national conditions, and made historic achievements in the human rights cause. China is promoting the great rejuvenation of the Chinese nation on all fronts through Chinese modernization and will further raise the level of human rights protection in this process. China has taken an active part in global human rights governance, advocated dialogue and cooperation, and made important contributions to promoting the sound development of the international human rights cause. China opposes politicizing the human rights issue, applying double standards, imposing one's own model on others, using the human rights issue to interfere in China's internal affairs, and engaging in confrontation and "megaphone diplomacy" on multilateral platforms. Miao Deyu expressed the hope that China and the EU will achieve common progress through exchanges and mutual learning, and jointly make positive contributions to global human rights governance. The EU side said that it has enhanced its understanding of China through this dialogue and is ready to strengthen cooperation with China in multilateral human rights work.

On June 16, Director-General of the Department of International Organizations and Conferences of the Foreign Ministry Shen Bo and Paola Pampaloni co-chaired the China-EU Human Rights Dialogue in Chongqing, which was attended by representatives from the Chinese departments of legislative, judicial, ethnic, and women's affairs, among others. During the dialogue, the Chinese side fully elaborated on China's human rights development path, philosophy and achievements as well as its position and proposition on global human rights governance. China lodged solemn representations on the China-related contents of the EU's recently released 2023 Annual Report on Human Rights and Democracy in the World and its annual reports on Hong Kong and Macao, stressing that the affairs of Xinjiang, Xizang and Hong Kong and judicial cases are purely China's internal affairs, which brook no external interference. China urged the EU to respect the facts and the path of human rights development chosen independently by the Chinese people, and stop interfering in China's internal affairs under the pretext of the human rights issue. China firmly refutes the groundless accusations made by the EU on judicial procedures, the death penalty, labor rights, and ethnic and religious issues and clarifies the facts. During the dialogue, the Chinese side pointed out the serious human rights issues in EU countries such as racial discrimination, violation of the rights of refugees and migrants, restriction of freedom of speech, religious hatred, miscarriage of justice and violence against women, and called on the EU side to take solid steps to address them.

The two sides agreed that the dialogue was candid and in-depth, and conducive to enhancing mutual understanding. The two sides are willing to explore cooperation in the multilateral human rights field involving economic, social and cultural rights, women, children and persons with disabilities.

From June 13 to 17, the EU delegation visited the Xizang Autonomous Region, toured local projects on economic and social development, ethnic and religious affairs, education and culture, and legal protection for human rights, and held discussions and exchanges with Chinese human rights experts and scholars in Beijing.
