On April 3, 2025, Assistant Foreign Minister Liu Bin attended the consultation on international cooperation and regional security issues at the level of deputy foreign ministers of the Shanghai Cooperation Organization (SCO) held in Moscow. The consultation was chaired by Russian Deputy Foreign Minister Andrey Rudenko, with the attendance of deputy foreign ministers or representatives from SCO member states and heads of SCO permanent organs.
Liu Bin said that under the guidance of the Shanghai Spirit, the SCO has continuously expanded its scale, broadened its areas of cooperation, and enhanced its international influence, becoming a reliable support for member states to safeguard common interests and promote regional stability and development. Currently, major changes unseen in a century are unfolding at an accelerated pace, and the international situation is marked by change and instability. The SCO should follow the direction set by the leaders of member states, uphold common security, strengthen policy coordination, upgrade the level of cooperation, and work together to build a closer community with a shared future. As the rotating presidency, China is willing to work with all parties to achieve the aforementioned cooperation goals.
All parties had an exchange of views on issues such as strengthening policy coordination, maintaining regional security and stability, and improving SCO operation mechanisms, saying that they will strongly support and cooperate with China in fulfilling its work as the president and hosting the summit in Tianjin. They expressed the willingness to take this opportunity to strengthen solidarity and cooperation, jointly safeguard peace and tranquility, seek development and prosperity together, and benefit the people of the region.
