On May 11, 2025, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media on President Xi Jinping's attendance at the opening ceremony of the Fourth Ministerial Meeting of the China-CELAC Forum. Assistant Foreign Minister Miao Deyu briefed the media and answered questions.

Miao Deyu said, the theme of this ministerial meeting is "Jointly Discussing Development and Revitalization and Building a China-LAC Community with a Shared Future". President Xi Jinping will attend the opening ceremony of the meeting and deliver an important speech, reviewing the development of China-LAC (Latin America and the Caribbean) relations, elaborating on the rich dimensions, achievements, and broad prospects of the China-LAC community with a shared future, and proposing new initiatives and measures for advancing China-LAC relationship, which will chart the course and inject new momentum for the steady and long-term development of China-LAC relations. The meeting is expected to adopt multiple outcome documents covering specific measures for cooperation between the two sides in areas such as scientific and technological innovation, economy, trade and investment, artificial intelligence, finance, infrastructure, agriculture and food, industry and information technology, energy and minerals, and Belt and Road cooperation, demonstrating both sides' firm determination to pursue peace, seek development, and advance cooperation.

Miao Deyu said that 10 years ago, the First Ministerial Meeting of the China-CELAC Forum was successfully held in Beijing, officially ushering in a new stage of parallel and mutually reinforcing bilateral and overall cooperation in China-LAC relations. Over the past decade, under the strategic guidance of head-of-state diplomacy and with the joint efforts of both sides, the China-CELAC Forum has established mechanisms such as ministerial meetings, foreign ministers' dialogue between China and the CELAC Quartet, and meetings of national coordinators, building the pillars of overall cooperation between China and LAC countries. Noting that this year marks the 10th anniversary of the official launch of the China-CELAC Forum, Miao Deyu said that holding the fourth ministerial meeting is an important step agreed on by both sides to review the past, discuss cooperation and pursue a shared future. This meeting is of significant importance in the course of China-LAC cooperation, and will send to the world a clear message of working together in solidarity to jointly address global challenges.

Miao Deyu stressed, Latin American and the Caribbean region is an important part of the Global South, with huge development potential and a promising future. It is an important force for maintaining world peace and development. The Chinese government has always viewed and developed China-LAC relations from a strategic and long-term perspective. President Xi Jinping has paid six visits to Latin American and the Caribbean region, having intensive interactions with leaders of regional countries on bilateral and multilateral occasions, drawing up the blueprint for the development of China-LAC relations, ushering China-LAC relations into a new era featuring equality, mutual benefit, innovation, openness and tangible benefits for the people, and giving profound connotations to the China-LAC community with a shared future. Opposing hegemony and power politics and advocating equality and mutual respect are the common pursuits of both China and LAC countries. Both sides support economic globalization, multilateralism and the multilateral trading system, oppose unilateralism and economic bullying, and reject politicizing and weaponizing economic and trade relations. Taking the Fourth Ministerial Meeting of the China-CELAC Forum as an opportunity, China is ready to work with the LAC countries to discuss plans for development and cooperation, and jointly contribute wisdom and strength to addressing global challenges, promoting global governance reform and safeguarding world peace and stability.

Miao Deyu also answered questions on China-LAC relations and global trade, among other topics.
