On June 30, 2025, Special Representative of the Chinese Government on Latin American Affairs Qiu Xiaoqi attended and delivered a speech at the farewell reception for Uruguayan Ambassador to China and Dean of the Latin American and Caribbean (LAC) Diplomatic Corps in China Fernando Lugris.

Qiu Xiaoqi spoke highly of the development of China-Uruguay relations in recent years and on behalf of the Department of Latin American and Caribbean Affairs of the Foreign Ministry, expressed gratitude to Ambassador Fernando Lugris for his contributions during his tenure in China. He stated that China is ready to work with Uruguay to further elevate the China-Uruguay comprehensive strategic partnership to new heights. China is also ready to work with the LAC Diplomatic Corps in China to effectively implement the outcomes of the Fourth Ministerial Meeting of the China-CELAC Forum and to continuously inject fresh impetus into building a China-LAC community with a shared future.

Fernando Lugris reviewed the achievements in the development of Uruguay-China relations, thanked the valuable support provided by the Chinese side, and expressed his confidence that Uruguay-China relations will surely achieve even greater development. He said that he will continue to contribute to the friendship between Uruguay and China, as well as between LAC and China.
