
On December 10, 2025, Vice Foreign Minister Sun Weidong attended the opening ceremony of the 6th Symposium on Global Maritime Cooperation and Ocean Governance in Sanya, Hainan, and delivered a keynote speech. Sun Weidong stated that the Global Governance Initiative proposed by President Xi Jinping has injected new impetus into global ocean governance. During the 15th Five-Year Plan period, China will promote high-quality development of the marine economy, providing new opportunities for global maritime cooperation.
Sun Weidong made three suggestions. First, uphold the international rule of law and build a fair and just maritime order. The international order should be based on international law. On territorial and maritime issues, China has always adhered to resolving them through dialogue and negotiation between countries directly concerned in accordance with international law. China is ready to work with ASEAN countries to jointly write new stories of peace, stability, cooperation and friendship in the South China Sea. Second, uphold a people-centered approach and promote ocean governance featuring extensive consultation and joint contribution for shared benefit. China is committed to the well-being of mankind, advancing the common development of the ocean and safeguarding shared maritime security. Third, focus on taking real actions, and deepen mutually beneficial and win-win maritime cooperation. The key to addressing issues in the maritime domain lies in actions. China is actively building blue partnerships and providing high-quality maritime public goods to the international community. China advocates for collaboration with all maritime neighbors in joint development and comprehensively advancing practical cooperation in all maritime-related fields.
The Symposium was jointly organized by the National Institute for South China Sea Studies and relevant institutions, with approximately 300 representatives from various maritime-related sectors at home and abroad in attendance.
