On December 10, 2025, the Ministry of Foreign Affairs held a press conference for the release of the third "China's Policy Paper on Latin America and the Caribbean". Assistant Foreign Minister Cai Wei attended the event and delivered a speech. Diplomatic envoys from Latin American and Caribbean (LAC) countries to China, as well as the National Coordinators and Deputy National Coordinators for CELAC Affairs of LAC countries, were present.
Cai Wei stated that in May this year, President Xi Jinping attended the opening ceremony of the Fourth Ministerial Meeting of the China-CELAC Forum and delivered an important address. He announced China's readiness to join hands with LAC partners to launch five programs, including Solidarity Program, Development Program, Civilization Program, Peace Program and People-to-People Connectivity Program, that advance shared development and revitalization, and contribute to a China-LAC community with a shared future. This has been widely welcomed by LAC countries. The Chinese government's release of its third policy paper on Latin America and the Caribbean at this time aims to follow through on the spirit of President Xi Jinping's important speech, advance the implementation of the five programs for building a China-LAC community with a shared future, and inject new momentum into the development of China-LAC relations. China is ready to work with LAC countries, taking the release of the paper as an opportunity, to make in-depth progress in advancing the building of a China-LAC community with a shared future, better serve their respective development, and benefit the peoples of both sides.
The Dean of the diplomatic corps of Latin American and Caribbean States in China and Ambassador of Dominica to China Martin Charles and Deputy National Coordinator Francisco Gutiérrez for CELAC Affairs of Colombia, the rotating presidency of the Community of Latin American and Caribbean States (CELAC), delivered remarks on behalf of the LAC side. The LAC side spoke positively of the release of China's third policy paper on Latin America and the Caribbean, noting that the paper aligns with the needs of LAC countries and sends a signal of China's firm commitment to deepening China-LAC relations. The LAC side is willing to work with China to implement the five programs and jointly build a China-LAC community with a shared future.
