Chinese Ambassador-designate to Brunei Darussalam Xiao Jianguo: The Global Security Initiative Brings Positive Energy into World Peace and Tranquility

Recently, Brunei’s English newspaper Borneo Bulletin, and the Chinese newspapers of United Daily, Sin Chew Daily and See Hua Daily published the article entitled “The Global Security Initiative Brings Positive Energy into World Peace and Tranquility” by H. E. Mr. Xiao Jianguo, Chinese Ambassador-designate to Brunei Darussalam. The full text is as follows: 

Looking across the globe, our world has yet to achieve full peace. Various traditional and non-traditional security threats, such as geopolitical conflicts, bloc confrontation, terrorism and ecological destruction are intertwined. Intimidating the weak by using strength, power politics and hegemonic bullying acts are becoming more serious, deficits in peace, development, security and governance are growing unabated. It has become a major concern of all parties to search for the effective global security and practical world peace for the human kind.

“To break through the mist and embrace a bright future, the biggest strength comes from cooperation and the most effective way is through solidarity.”At the opening ceremony of the Boao Forum for Asia Annual Conference in April 2022, Chinese President Xi Jinping proposed the Global Security Initiative (GSI) for the first time in a loud voice, clearly answering the question of the time--“what kind of security concept the world needs and how to achieve common security for all countries”, which provides an approach to addressing both symptoms and root causes of international security challenges, and contributes Chinese wisdom and solutions to the global peace and security.

The GSI stems from the historical genes of the Chinese nation that “peace is priceless” and “all nations live in harmony”. It is based on the reality that countries and human societies are highly interconnected and share weal and woe, demonstrating the good vision of building a community with a shared future for mankind with lasting peace and universal security. As proposing the GSI, President Xi Jinping declares that China advocates a new path to security featuring dialogue over confrontation, partnership over alliance and win-win over zero-sum. The GSI has become another global public good proposed by China and a vivid practice of the concept of a community with a shared future for mankind in the field of security, as more than 80 countries and regional organizations have expressed their appreciation and support.

Recently, on the occasion of the 1 year anniversary of the Global Security Initiative(GSI) solemnly proposed by President Xi Jinping, the Ministry of Foreign Affairs of China officially released the Global Security Initiative Concept Paper, marking an important step in promoting the GSI towards practical action. The Concept Paper clearly stated that the core concepts and principles of the GSI are “Six Commitments”, namely, stay committed to the vision of common, comprehensive, cooperative and sustainable security, stay committed to respecting the sovereignty and territorial integrity of all countries, stay committed to abiding by the purposes and principles of the UN Charter, stay committed to taking the legitimate security concerns of all countries seriously, stay committed to peacefully resolving differences and disputes between countries through dialogue and consultation, stay committed to maintaining security in both traditional and non-traditional domains. These Six Commitments are interlinked and mutually reinforcing, and are an organic whole of dialectical unity. The Concept Paper specifies 20 priorities of cooperation and multiple platforms and mechanisms of cooperation, laying a foundation and building a path to implement the GSI in an effective and practical way.

Not long ago, with the support of China, Saudi Arabia and Iran held talks in Beijing, during which the two sides agreed to resume diplomatic relations. This is a successful diplomatic practice of China’s implementation of the GSI, attracting great attention across the world. While providing significant good news and sending a clear signal to the current turbulent world, this profound success fully demonstrates that China has always been a force for world peace, a contributor to global development and defender of the international order.

As a Chinese sage says, those who pave the right path with good morality will always find companies. China and Brunei are close neighbors across the sea, trustworthy friends and partners of common development. The two countries have set an example of harmonious coexistence, mutually beneficial and win-win interactions between countries of different sizes. The name of Brunei Darussalam contains the meaning of “abode of peace”. Both China and Brunei and their peoples love peace. Either friendly exchanges and practical cooperation between the two countries,or mutual coordination and support on regional and international arenas will contribute to the peace, stability and development of the region and the world at large. The GSI adheres to the principle of openness and inclusiveness. Brunei and the rest of the international community are welcome to join hands with China to promote the implementation of the GSI, enrich the content of the initiative, and actively explore new forms and areas of cooperation, thus to make greater contributions to the safeguarding of world peace as well  regional and global security.
