On May 8, 2025, H.E. Dr. Huang Shifang, Ambassador of the People’s Republic of China to the Republic of Mauritius, published an open letter to the Mauritian people in the country’s leading newspaper, Défi Media. The full text is as follows:

I have just arrived in Mauritius to assume my duties as the 16th Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Mauritius. It is a great honor and immense joy for me to begin this noble mission in a country of striking beauty, rich in cultural diversity, and renowned for its stability. On this occasion, I would like to extend my warmest greetings and best wishes to the government and people of Mauritius.

For many years, the Mauritian government and people have pursued a path of development suited to their national realities, ensuring remarkable political stability, sustained economic growth, and exemplary social harmony. Mauritius continues to hold a leading position on the African continent in terms of competitiveness and development. It also stands out on the regional and international scenes for its active participation and constructive role, widely recognized and appreciated.

China and Mauritius share a deep and longstanding friendship. Since the establishment of our diplomatic relations over half a century ago, our two countries have always been guided by the principles of mutual respect, equality, and shared benefit. We have supported each other on major issues of common interest and have stood united in the face of global challenges, continually strengthening our cooperation across various fields. Our mutual political trust keeps growing, bilateral cooperation is bearing abundant fruit, and the bonds between our peoples are deepening—making our partnership a shining example of fair and mutually beneficial cooperation between nations.

Today, China-Mauritius relations are entering a new historical phase. His Excellency President Xi Jinping sent a congratulatory message to His Excellency President Gokhool upon his assumption of office, demonstrating China’s sincere support for the development of Mauritius. This gesture reflects the high importance President Xi Jinping and the Chinese government attach to the China-Mauritius bilateral relationship. The successful Beijing Summit of the Forum on China-Africa Cooperation held last year elevated our ties to a strategic partnership, injecting new momentum into our comprehensive cooperation. Together, we will implement the “Ten partnership actions to jointly advance modernization with Africa” intensifying our joint efforts in infrastructure, sustainable development, public health, people-to-people exchanges, and more.

With a spirit of openness and pragmatism, I will strive to strengthen exchanges at all levels between China and Mauritius, aiming to foster deeper understanding, greater mutual trust, and lasting friendship between our governments and peoples. I look forward to working hand in hand with all our Mauritian friends to implement the important consensuses reached by our leaders, advance the execution of the “Ten partnership actions” and continuously consolidate, deepen, and expand our strategic partnership to better benefit both countries and their peoples. Together, let us build a stronger China-Mauritius community with a shared future in the new era.
