On June 10th, Chinese Ambassador to Solomon Islands H.E. Cai Weiming published an article “Building a Shared Future with Pacific Island Countries: A Stronger China-Solomon Islands Partnership in the New Era” on Solomon Star and Island Sun newspapers, elaborating on the outcome of the Third China-Pacific Island Countries Foreign Ministers' Meeting. From May 28 to 29, 2025, the Third China-Pacific Island Countries Foreign Ministers' Meeting was successfully held in Xiamen, China. During the meeting, Chinese Foreign Minister Wang Yi engaged in in-depth discussions with his Pacific counterparts on bilateral relations, regional development and international issues of mutual concern. The meeting adopted a Joint Statement. China also released the List of Measures for China to Implement the Consensus of the meeting, including China's Initiative on Deepening Cooperation with PICs on Combating Climate Change. This high-level gathering marks a pivotal step forward in the evolving friendship and cooperation between China and PICs.
Political mutual trust between China and PICs grows stronger. The joint statement reaffirmed all parties' commitment to deepening the Comprehensive Strategic Partnership characterized by mutual respect and common development, and building an even closer China-Pacific Islands community with a shared future.China reiterated its long-standing policy on developing relations with PICs, namely, fully respecting the sovereignty and independence of PICs; fully respecting the will of PICs; fully respecting the ethnic and cultural traditions of PICs; fully respecting PICs' efforts to seek strength through unity. China stressed that there is no political strings attached to China's assistance, no imposition of one's will onto others, and no empty promises.
All PICs reaffirmed their recognition of the one-China principle and the Government of the People's Republic of China as the sole legal government representing the whole of China, and Taiwan as an inalienable part of China's territory. They reiterated their support for the authority of the UNGA Resolution 2758. PICs welcomed China's Global Development Initiative,Global Security Initiative, and Global Civilization Initiative, and expressed readiness to work with China on international platforms to uphold equity, fairness, justice and multilateralism, to firmly safeguard the international system with the UN at its core and the international order based on international law.
China-PICs practical cooperation becomes more substantial and fruitful. During the meeting, China announced twelve major initiatives with PICs, including: allocating USD 2 million for climate change cooperation; establishing a disaster management cooperation mechanism; launching 200 "small yet smart" livelihood programs in 2025; supporting agricultural demonstration bases and offshore aquaculture; providing 500 training opportunities in 2025 and 274 scholarships in the coming academic year; and expanding police, medical, cultural, and tourism cooperation. China is expediting bilateral free trade agreement negotiations and supporting PICs in expanding their products access to Chinese market. Cooperation on infrastructure, traditional Chinese medicine, and people-to-people exchanges will continue to deepen, reinforcing regional prosperity and long-term development.
Cooperation on combating climate change receives more attention. As one of the most vulnerable regions to climate change, PICs are on the front-line of this global challenge. China stands firmly with PICs and reaffirms its commitment to the goals and principles of the United Nations Framework on Climate Change and the Paris Agreement. China calls for developed nations to fulfill their climate financing commitments and opposes green trade barriers disguised as climate action. At the same time, China will increase coordination with PICs to build a fair and effective global climate governance system and will support PICs through clean energy, low-carbon infrastructure, disaster prevention, and marine environment protection. Over the next three years, China will implement 100 community-based climate projects and deepen maritime cooperation to support sustainable development and blue economy transformation in PICs.
In the context of China-PICs cooperation, the China-Solomon Islands relationship has stood out as a shining example. As Chinese Foreign Minister Wang Yi pointed out in his meeting with Solomon Islands' Foreign Minister Hon. Peter Shanel Agovaka, Solomon Islands is a courageous nation that upholds principles, values and credibility. The development of diplomatic ties since 2019 has been nothing short of transformative, guided by mutual trust and strategic leadership. Actually, there are many significant new progress in our bilateral relations since the beginning of 2025.
China highly appreciates Prime Minister Manele's reiteration of SIG's steadfast commitment to the one-China principle and his directive to all government ministries, agencies, and officials to fully comply with this policy. The one-China principle is the foundation of our bilateral relations. It is only on this foundation that we have accomplished so much together.
Practical cooperation has made new milestones. In January, China handed over the National Referral Hospital Comprehensive Medical Center to SIG, which will be formally opened soon. Recently, the Chinese Medical Team successfully performed a minimally invasive coronary intervention for a local patient in the new CMC's state-of-art lab, marking the first-ever interventional treatment for cardiovascular disease in SI and a historic breakthrough. In March, the groundbreaking ceremony for the Auki Road project was held. The project is progressing well and will boost connectivity and unlock the development potential of Malaita Province when completed. More towers of the China-Aid National Broadband Network project are being constructed and commissioned, steadily enhancing communication all over the country, especially in remote regions. Trade between our two countries continues to flourish. In the first four months of 2025, bilateral trade volume reached more than 200 million USD, of which more than 120 million USD was SI's export to China. This exciting momentum not only brings tangible economic benefits to Solomon Islanders, but also highlights the vast potential for further expansion.
People-to-people exchange is the most vibrant bridge for our relations. The Mutual Visa Exemption Agreement now in force has facilitated smoother travel and exchanges. We have witnessed a strong increase of visitors from China to Solomon Islands, with the first quarter's figure doubled than that of last year. Besides, more than 300 government officials and professionals have been invited to attend capacity-building training programs in China since the beginning of this year.
As Chinese President Xi Jinping once pointed out "Friendship, whenever it happens, is cherishable; Cooperation, whatever its size, is valuable." Looking ahead, China is ready to work with Solomon Islands and other PICs to write new chapters of friendship and cooperation for a shared future. The China-Solomon Islands relationship is a model of what can be achieved through mutual respect, equality, and sincerity. We are confident that this partnership will continue to set the pace and provide new momentum for broader China-Pacific cooperation. We are sure that, together, we will build a brighter future for our peoples and contribute to lasting peace, sustainable development, and common prosperity in the Pacific region and beyond.
