On June 25, 2025, Chinese Ambassador and Permanent Observer to the Organization of American States (OAS) Xie Feng led a Chinese government delegation to attend the 55th Regular Session of the OAS General Assembly in St. John’s, the capital of Antigua and Barbuda, and delivered remarks at the Dialogue with Permanent Observers.
Ambassador Xie said that China and Latin American and Caribbean (LAC) countries are both members of the Global South family. Development and prosperity are our inherent right, and modernization is our common pursuit. During the past decade, President Xi Jinping visited the LAC region six times. At the fourth Ministerial Meeting of the China-CELAC Forum last month, President Xi announced the launch of five programs, namely, the Solidarity, Development, Civilization, Peace, and People-to-People Connectivity Programs. This has charted the course for the long-term development of China-LAC relations, and provided strong momentum for our efforts to build a China-LAC community with a shared future in greater depth and with greater substance.
Ambassador Xie said that at present, the century-defining transformation is accelerating across the globe, bloc confrontation is seething, and the tide of protectionism is surging. Facing the turbulent and fluid international situation, China and LAC countries should stand on the right side of history. We need to uphold equality, and jointly enhance mutual respect and trust, which is the political foundation of our relations; seek mutual benefit, and jointly draw a blueprint for development and rejuvenation; champion openness and inclusiveness, and jointly stand for international fairness and justice; and improve the well-being of the people, and jointly set a shining example for South-South cooperation.
Ambassador Xie emphasized that China-LAC cooperation has no geopolitical calculations, does not seek sphere of influence, has no political strings, and does not pressure other countries to pick sides. It does not target any third party, and should be free from disruption by any third party. China firmly supports the efforts of LAC countries to safeguard their sovereignty and independence and oppose power politics and external interference. It is hoped that the LAC countries will also continue to resolutely uphold the one-China principle and support China’s efforts to safeguard its sovereignty and territorial integrity. No matter how the world may change, China will always stand by LAC countries as a good friend and a good partner. We look forward to enhancing dialogue and communication and conducting friendly cooperation with the OAS, to strive for steady and sustained growth of our relations.
