On August 15, 2025, Chinese Ambassador to Canada Wang Di published a byline article titled “‘Taiwan Independence’ Irreconcilable with Cross-Strait Peace and Stability” on the Ottawa Life Magazine. The full text is as follows:

Safeguarding China’s sovereignty and territorial integrity, upholding peace and stability across the Taiwan Strait, and achieving complete national reunification is a sacred cause for the Chinese nation and serves the vital interests and common well-being of the Chinese compatriots on both sides of the Taiwan Strait. I know that some Canadian people are very interested in Taiwan related issues, so let me elaborate on China’s position and share the truth and facts.

First, it is the “Taiwan independence” forces that are changing the status quo and threatening the cross-Strait peace and stability. There is only one China in the world. Both the mainland and Taiwan belong to one China. The sovereignty and territory of China has never been divided and is never divisible. This is the real status quo of the Taiwan question. Now the one who seeks to change this status quo is the Democratic Progressive Party (DPP) of Taiwan and the external forces that support and embolden the DPP’s agenda of Taiwan independence. The DPP authorities cling to a “Taiwan independence” separatist stance, refuse to recognize the one-China principle, and distort and deny the 1992 Consensus. They clamour for “de-sinicization”, promote “incremental independence”, and have been increasing military build-up with the intention of pursuing “independence” and rejecting reunification. Colluding with external forces, DPP has been attempting to create “two Chinas” or “one China, one Taiwan”. These policies of the DPP authorities, rather than anything else, are the biggest threat to the peace and stability across the Taiwan Strait.

Second, the one-China principle is a universally recognized basic norm of international relations and a prevailing consensus of the international community. In 1971, Resolution 2758 was adopted by the UN General Assembly with an overwhelming majority. The Resolution has it in black and white that the General Assembly “decides to restore all its rights to the People’s Republic of China and to recognize the representatives of its Government as the only legitimate representatives of China to the United Nations, and to expel forthwith the representatives of Chiang Kai-shek from the place which they unlawfully occupy at the United Nations and in all the organizations related to it.” Canada was also one of the countries that voted in favor. The resolution resolved once and for all, politically, legally and procedurally, the issue of the representation of the whole of China, including Taiwan, in the UN. It also clearly stated that China has only one seat in the UN, so there is no such thing as “two Chinas” or “one China, one Taiwan”. To date, 183 countries, including Canada, have established and developed diplomatic relations with China on the basis of the one-China principle, which fully shows that commitment to the one-China principle is where the global opinion trends and the arc of history bends, and what the greater national interests entail. Any attempt to distort UN General Assembly Resolution 2758 or challenge the one-China principle is doomed to fail.

Third, Taiwan’s participation in the activities of international organizations must be handled in accordance with the one-China principle. As a province of China, Taiwan has no basis, reason or right to join the UN or other international organizations that only sovereign states can join. Any issue regarding Taiwan’s participation in the activities of international organizations, including the International Civil Aviation Organization (ICAO), must be addressed in accordance with the one-China principle affirmed in the UNGA Resolution 2758. It is the DPP authorities’ entrenched erroneous “Taiwan independence” stance and their refusal to accept the one-China principle that have taken away the political foundation of Taiwan’s participation in relevant international organizations. In 1971, the 74th session of the Council of the ICAO passed a resolution recognizing the representative of the Government of the People’s Republic of China as the sole legitimate representative of China to ICAO. In recent years, every attempt to hype up so-called “Taiwan-related issues” at the ICAO has been rejected unanimously by countries that uphold justice. This again proves that the DPP authorities’ ploy to expand their “international space” by leveraging Taiwan’s participation in international organizations is bound to fail.

Fourth, there is no such a thing as the so-called “median line” across the Strait. Taiwan is an inalienable part of China’s territory. There has never been such a thing as the “median line”. To respond to the increase of flights in the region, the Civil Aviation Administration of China put into operation the W121 connecting route of the M503 air route on July 6, 2025. The W121 route is located within the Shanghai Flight Information Region, and its activation and operation is a routine civil aviation airspace management measure conducted by the mainland, fully in line with the ICAO standards. Since its launch, the route has operated in a safe and stable manner. It has significantly shortened flight distances, eased air traffic congestion, therefore effectively facilitated travel and exchanges across the Strait and served the common interests of compatriots on both sides of the Strait. By using this issue for political manipulation and malicious smear of the mainland, the DPP authorities aim to mislead the public, deceive the international community, stoke confrontation and hostility across the Strait, and distort the global perception of China. Such moves are ill-intentioned and will not find support among the people of the world.

Let me reiterate. The Chinese people have an iron will and rock-solid resolution to safeguard China’s sovereignty and territorial integrity, and the fundamental interests of the Chinese nation. Any attempt to separate Taiwan from China or use Taiwan to interfere in China’s internal affairs will end up in failure. I believe that the fair-minded and wise Canadian people will not be misled by the falsehoods on Taiwan.
