In today's world, openness is the only way for world prosperity and development, and economic globalization is an irreversible trend of the times. However, for some time, protectionism has been on the rise and economic globalization has faced severe challenges. Certain big country has used tariffs as a weapon and abused security issues in economic and trade cooperation, which has seriously damaged the shared interests of the international community.

Faced with the current situation, China has given its own response: pursue our own success while promoting the greater good. On the one hand, China remains focused on advancing its own development to respond to external uncertainties with the stability and certainty of its own economy. At the same time, China continues to expand opening up with higher standards, and provide an “anchor of stability” for the world economy with the certainty of China's high-quality development. Let me share more details in four aspects.

First, the Chinese economy has demonstrated strong resilience, vitality and potential. In the first half of this year, despite the great external pressure and challenges, China's GDP grew by 5.3% year on year. The higher-than-expectation growth of foreign trade fully reflects the resilience of China's economy. Despite the huge external shock in the second quarter, China's imports and exports still grew by 2.9% in the first six months. Consumption also increased rapidly, which shows the vitality of China's huge market. In the same period, China's total retail sales of consumer goods increased by 5% year on year, and consumption contributed to 52% of its GDP. At the same time, China's new quality productive forces are developing rapidly, innovation outcomes are constantly emerging. Moreover, China achieved many global milestones. For example, the Shidao Bay base of China, the world's first fourth-generation nuclear power plant, has been put into commercial operation.

The good momentum in the first half of the year provides strong support for stable growth in the second half of the year. Recently, many international organizations have revised up expectations for China's economic growth in their global economic outlook reports, demonstrating their confidence in China's economy.

Second, the Chinese economy brings stable expectations for world development. This year marks the final year of China's 14th Five-Year Plan (2021-2025). China's economic aggregate is expected to reach around 140 trillion yuan this year (about 26.6 trillion CAD), and the growth in the five-year period is expected to exceed 35 trillion yuan (about 6.7 trillion CAD).

Over the past five years, China's contribution to world economic growth has remained at around 30%. During the 14th Five-Year Plan period, China's indicators such as total labor productivity and total social R&D funding investment have progressed in line with expectations, and indicators such as comprehensive food and energy production capacity have exceeded expectations. It is worth mentioning that during the same period, the number of world's top 100 science and technology innovation clusters in China has grown to 26, the highest number in the world. The annual increase in urban employment remained stable at more than 12 million, and people's income growth was growing basically in sync with the economic growth. Over the past five years, the Chinese economy has been the most stable, reliable and positive force for world development.

Third, China continues to promote opening up with high standards. China's trade in goods has ranked the first in the world for eight consecutive years. In 2024, imports of goods by China's mainland and Hong Kong accounted for about 13.3% of the world's total imports, making it the world's second largest import market after the United States (13.6%).

In 2024, China's trade in services exceeded 1 trillion USD for the first time, the second highest largest globally. China has removed all restrictions on foreign investment access in the manufacturing industry, and the number of restrictive measures on the negative list for foreign investment access has been reduced to 29. A champion of multilateralism and free trade, China has built a series of international cooperation platforms such as the China International Import Expo, the Canton Fair, and the China International Fair for Trade in Services, and voluntarily granted zero tariff treatment to 100% of tariff items of products from all least developed countries having diplomatic ties with China. This speaks to China's sincerity in actively opening up its market and sharing the dividends of its development. China is continuing to tap its import potential and build its mega-sized market into one shared by the world.

Fourth, the development of China and Canada is an opportunity for each other, not a threat. China and Canada are mutually important economic and trade partners. China has long been Canada's second largest trading partner. Recently, our two countries have had frequent high-level interactions. The two heads of government had a phone call. The two foreign ministers met with each other. And trade ministers of the two countries held talks. The two sides are actively implementing the consensus reached in those high-level interactions, to bring more tangible benefits to the people of both countries.

To this end, we should view each other in a more objective and rational manner and strengthen cooperation in a more positive and open spirit. This year marks the 55th anniversary of the diplomatic ties and the 20th anniversary of the strategic partnership between China and Canada. Taking this as an opportunity, China looks forward to working with Canada to jointly bring the bilateral economic and trade relations back on track and make trade cooperation a stabilizer and propeller of bilateral relations.

At the same time, we should work together to uphold multilateralism and free trade, steer economic globalization and the multilateral trading system in the right direction, help each other succeed, promote common prosperity, and gather more positive energy for moving economic globalization forward.
