Remarks by Chinese Ambassador to Solomon Islands Cai Weiming at the Reception Celebrating the 76th Anniversary of the Founding of the People's Republic of China And the 6th Anniversary of the Establishment of Diplomatic Relations Between China and Solomon Islands

Ladies and Gentlemen,

Welcome to the celebration of the 76th anniversary of the founding of the People's Republic of China and the 6th anniversary of the establishment of diplomatic relations between China and SI. On behalf of the Chinese Embassy, I would like to extend my heartfelt thanks to friends from all walks of life in SI and all Chinese compatriots who live and work in SI, for your continuous support for China and the bilateral relations between China and SI.

Since the founding of the People's Republic of China in 1949, the Communist Party of China has worked hard to unite and lead Chinese people of different ethnics in our great pursuit of national rejuvenation and personal well-beings. In the glorious transformation of China, two miracles have been achieved. One, rapid economic development. And two, sustained social stability. Since 2012, under the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China has embarked on a new journey of building a modern socialist country in all respects. The rejuvenation of the Chinese nation has entered an irreversible historical process.

China commits to enhancing the great social revolution through CPC's self-revolution, exercising full and rigorous Party discipline with unprecedented intensity and determination. Since 2012, CPC formulated and implemented Eight Measures to correct and improve the conducts of its members, sparing no efforts to rectify values, enforce disciplines and fight against corruption. With 13 years of unrelenting efforts, successful results have been achieved and consolidated, cracking the tough challenge of self-supervision which is a common challenge of political parties all over the world. China not only creates a new path for party governance, but also contributes significantly to best practices of party building for the world.

China commits to full and comprehensive implementation of the new development philosophy, accelerating the green transition in all-fields of our economic and social development. In 2024, China's GDP grew to more than 134 trillion yuan, which was more than 250 times that of 1949, firmly establishing ourselves as the world's second largest economy. China prioritizes technological innovation, ecological protection, resource conservation, and pursue green and low-carbon development. China moves up fast in the global innovation list, and has become the leading force in renewable energy development. Over the past decade, China's energy consumption per unit of GDP has dropped by more than 3% each year. China's installed renewable energy capacity has grew to 370 million kilowatts, accounting for 64% of the world total. Over the past 5 years, with fast development of new energy industry and booming exports, China has helped reduce 60% of the cost of global wind power generation, 80% of the cost of global photo-voltaic power generation, and 4.1 billion tons of carbon emissions of other countries, making significant contribution to the global fight against climate change.

China commits to the people-centered development philosophy, taking elimination of extreme poverty as the key objective for building a moderately prosperous society in all respects. By 2021, nearly 800 million rural residents have been lifted out of poverty, meeting the poverty reduction target of the UN's 2030 Agenda for Sustainable Development 10 years ahead of schedule, and making tremendous contribution to world poverty reduction efforts. As of 2024, China's GNI per capita reached USD13,600, helping China leap from a low-income country at the beginning of the founding of the PRC to an upper-middle-income country. China has also built the world's largest social welfare system, covering 1.39 billion population.

China's development has been and will always be the positive energy for world peace and justice. Taking into consideration of the common and fundamental interests of all peoples around the world, President Xi Jinping proposed to build a community with a shared future for humanity, and put forward the Belt and Road Initiative, Global Development Initiative, Global Security Initiative and Global Civilization Initiative, which injected stability and certainty to the world and helped maintaining world peace and promoting development. Recently, President Xi put forward the Global Governance Initiative. Its core concepts are to uphold sovereign equality, abide by international rule of law, practice multilateralism, advocate people-centered approach and focus on real actions, showing the way forward for the reform of the global governance system. Earlier this month, the commemoration of the 80th Anniversary of the Victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War was held in Beijing, during which President Xi solemnly declared that the Chinese people will firmly stand on the right side of history, on the side of the progress of human civilization, and firmly follow the path of peaceful development.

Two days ago, President Xi Jinping announced during his video address to the UN Climate Summit, that China will, by 2035, reduce economy-wide net greenhouse gas emission by 7%% to 10% from peak levels; increase the share of non-fossil fuels in total energy consumption to over 30%; expand the installed capacity of wind and solar power to over 6 times the 2020 levels, striving to bring the total to 3,600 gigawatts; scale up the total forest stock volume to over 24 billion cubic meters; make new energy vehicles the mainstream in the sales of new vehicles; expand the National Carbon Emission Trading Market to cover major high-emission sectors, and basically establish a climate adaptive society.

These targets represent China's best efforts based on the requirements of the Paris Agreement. Meeting these targets requires both painstaking efforts by China and a supportive and open international environment. China has the resolve and confidence to deliver on its commitments. We call on all parties to step up actions to realize the beautiful vision of harmony between man and nature, and preserve planet Earth, the place we call home.

Ladies and gentlemen,

It has been 6 years since China and SI established diplomatic relations. Over the past 6 years, our bilateral relations achieved substantial progress, and our practical cooperation kept flourishing under the Comprehensive Strategic Partnership. Many of the achievements are shown on the display panels outside this hall. During the cooperation, China always adheres to the principle of 4 fully respects, namely, fully respects the sovereignty and independence of SI; fully respects the will of SI; fully respects the culture and traditions of SI; fully respects Pacific Island Countries’efforts to seek strength through unity.

China is the largest trading partner for SI, and has implemented zero tariffs to all SI products exported to China. In the past 6 years, our bilateral trade volume exceeded 3.5 billion USD, of which SI exports to China exceeded 2.3 billion USD, bringing tangible benefits to the people of SI. During the 3rd China-Pacific Islands Countries Foreign Ministers Meeting in May this year, Chinese side put forward the Initiative on Deepening Cooperation with PICs on Combating Climate Change and committed 2 million USD to fund PIC's projects on combating climate change. China also offered funding support to Pacific Resilience Facility.

China and SI are good partners under the Belt and Road Initiative. During the past 6 years, multiple infrastructure projects have been implemented. Chinese companies actively participate in the construction under the agreement of aid, loans or contracts. They have undertook construction works on many transformative projects like sports stadium, university campus, dormitories, hospital, power station, roads, bridges, seaports, airports, communication towers in Honiara and almost all 9 provinces of SI. They not only delivered high quality projects, but also helped create jobs and generate incomes for SI workers and shared their expertise and technical know-hows with their local partners. They helped improve lives and services and create business opportunities, executing the spirit of win-win cooperation in good faith. Recently, we are proud to see the facilities of China-Aid National Stadium and vehicles being well utilized to serve the 54th PIF Leaders Meeting. In addition, China is glad to support a wide range of “small yet smart”  livelihood projects across the country.

China and SI are good partners of health service. In the past 6 years, China donated several batches of urgently needed medical supplies worth millions of SBD and some funding support to the Ministry of Health and Medical Services. China's Navy Hospital ship visited Honiara and provided medical services to more than 10,000 local residents. As an important part of China Aid, the China Medical Team has treated more than 50,000 local patients. Recently, they successfully performed the first-ever minimally invasive coronary intervention for a local patient, and guided local doctors in performing the first coronary stent implantation surgery in the new Comprehensive Medical Center, marking a new milestone in our medical cooperation.

People to people exchanges between China and SI are growing fast. It is now more easy to travel between our two countries thanks to the visa-free agreement. More than 1000 Solomon Islanders have undertaken training programs in China. More than 200 SI students are studying in Chinese universities with full scholarships. Almost all the provinces of SI have pairings with China's provinces. And our police cooperation is bearing fruitful results and gaining more momentum.

Ladies and gentlemen,

The Chinese compatriots living and working in SI have injected important vitality to our bilateral cooperation and become an important bond between our two countries. I encourage the local Chinese communities to continue to abide by SI laws and regulations, respect local culture and traditions, maintain good relations with host country and people, proactively take social responsibilities, and make more contributions to the development of SI and the friendship between our two countries.

Ladies and gentlemen,

I would like to once again point out that the one-China principle is the political foundation of China's bilateral relations with 183 countries in the world including SI. The connotation of the one-China principle is that: There is only one China in the world; Taiwan is an inalienable part of China's territory; And the Government of the People’s Republic of China is the sole legal government representing the whole of China. The one-China principle is a universal consensus of the international community and a basic norm in international relations enshrined in UNGA Resolution 2758. To uphold the one-China principle means resolute opposition to any form of so-called “Taiwan independence”, and support for China's efforts to achieve national reunification. Any deviation from the one-China principle will shake the foundation of our bilateral relations, and harm our bilateral cooperation, which will not be in the interests of our two countries and bound to be opposed by our two peoples. In the past 6years, SIG has firmly adhered to the one-China principle. And China highly appreciates it.

Looking ahead, on the basis of the one-China principle, China is willing to work with SI to enhance our political mutual trust, deepen our practical cooperation, and strengthen our people-to-people exchanges, build a even closer China-SI community with a shared future in the new era, and bringing more benefits to our two peoples.
