Chinese Ambassador to PNG Yang Xiaoguang Contributes an Article to PNG’s Media Entitled “Implement the Global Governance Initiative to Jointly Create a Brighter Future for Humanity”

Yang Xiaoguang, Chinese Ambassador to PNG contributed an article to PNG's two mainstream media The National and Post-Courier entitled “Implement the Global Governance Initiative to Jointly Create a Brighter Future for Humanity”, to introduce the Global Governance Initiative. This year marks the 80th anniversary of the founding of the United Nations (UN), which is of great significance in building on past achievements and charting the future. 80 years ago, China, as a victorious nation of World War II, joined other countries in founding the United Nations. Over the past 80 years, the international system with the UN at its core has provided important safeguards for human progress, while the principle of multilateralism, underpinned by coordination and cooperation, has gained growing appeal. Global governance has become a critical issue concerning the common well-being of humanity.

However, currently, the world today is undergoing accelerated changes unseen in a century, with frequent regional turmoil, impeded economic development, backlash against globalization, gaps in rules and rule of law, and an intensifying deficit in governance. The questions of what kind of global governance system to build and how to reform and improve the global governance system have increasingly become major topics of high concern to the international community.

Against this backdrop, on September 1st, Chinese President Xi Jinping proposed the Global Governance Initiative when hosting the “Shanghai Cooperation Organization Plus” Meeting, contributing China's wisdom and presenting China's solution to strengthen and improve global governance, and responding to the common aspirations of people in all countries and meeting the urgent needs of the world today. Since its proposal, the Global Governance Initiative has been welcomed and supported by leaders of participating countries and international organizations.

The Global Governance Initiative upholds five core concepts.

The Global Governance Initiative stays committed to five core concepts, namely, sovereign equality, international law, multilateralism, the people-centered approach, and real results. These five concepts elucidate the principles, methods, and pathways that need to be followed to reform and improve global governance.

Sovereign equality is the foremost premise of global governance. All countries, regardless of size, strength, or wealth, have the equal right to participate in international affairs. The unequal situation in which a few countries monopolize global governance should no longer continue.

International law is the fundamental safeguard for global governance. International law and international rules are common standards, which should be jointly formulated, maintained, and implemented by all countries, and there is no and should be no exception.

Multilateralism is the basic pathway of global governance. Global governance is a matter for all countries and concerns the vital interests of each country. It needs coordination and cooperation rather than unilateralism and bullying.

The people-centered approach is the underpinning value of global governance. At its core, global governance is about turning people's longing for a better life into reality and jointly building a world in which all can enjoy affluence and contentment.

Taking real results is an important principle of global governance. The vitality of global governance comes from practice, with the key lying in action and the ultimate test in results. It is necessary to focus on both the present and the long term, and to address the practical issues concerned by all countries, especially the vast number of developing countries.

The essence and substance of the Global Governance Initiative are in line with the purposes and principles of the United Nations Charter. The Global Governance Initiative aims to firmly support the UN's central role in international affairs, and encourage all countries to participate in the reform and development of the global governance system within multilateral mechanisms such as the United Nations, so that the global governance system will keep pace with the times and respond more effectively to contemporary challenges.

To reform and improve global governance does not mean to overturn the existing international order or to create another framework outside the current international system. Rather, the goal is to make the existing international system and international institutions better at taking actions, working effectively, adapting to changes, responding promptly and effectively to various global challenges, and serving the interests of all countries, particularly developing ones.

The Global Governance Initiative demonstrates China's responsibility.

As a permanent member of the UN Security Council, China has consistently fulfilled its international obligations. President Xi Jinping has put forth the concept of building a community with a shared future for humanity, as well as the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, calling on all countries to work together to build a community with a shared future for humanity and build an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity, thus charting the course for the future of humanity.

The Global Governance Initiative is yet another important initiative proposed by President Xi Jinping following the three global initiatives. The Global Development Initiative focuses on promoting international cooperation on development, the Global Security Initiative on encouraging dialogue and consultation over international discord, the Global Civilization Initiative on promoting exchanges and mutual learning among civilizations, and the Global Governance Initiative on the direction, principles and path for reforming the global governance system and institutions. The four initiatives have their respective priorities and can be pursued simultaneously. They will each be a source of positive energy for a changing and turbulent world and impetus for humanity’s development and progress.

The Global Governance Initiative serves the shared interests of China and PNG.

The existing international institutions have shown three deficiencies, including serious under representation of the Global South, erosion of authoritativeness and urgent need for greater effectiveness. The collective rise of emerging markets and developing countries necessitates boosting the representation of the Global South and redressing historical injustice.

Recently, UN Secretary-General António Guterres delivered a speech to the National Parliament of PNG, stating that “in 1945, we had essentially developed countries running the show, and so these institutions are largely operating in the context of a system that favors developed countries, and creates obstacles to the capacity of developing countries to provide to their citizens all the things they are entitled to receive in the modern world. You can count on our total commitment to go on fighting for a reform of these institutions in order for developing countries to have representation, a voice, but also access to the resources they need.”

One of the key goals of China's Global Governance Initiative is to promote democracy in international relations to make the global governance system better reflect the interests and aspirations of the majority of countries and to increase the representation and say of developing countries.

As fellow countries in the Global South, facing a world of changes and chaos, China will continue to stand with PNG and other countries on the right side of history, on the side of human progress, and on the side of multilateralism. We will advocate unity and cooperation rather than division and confrontation, work together to implement the Global Governance Initiative, build a more just and equitable global governance system and protect the common interests of China, PNG and all the developing countries for a community with a shared future for humanity and a bright future of peace, security, prosperity, and progress.
