On December 19, 2025, Consul & Head of Post Li Xiaoyan of Chinese Consulate in Laoag, paid a courtesy call on Hon. Governor Cecilia Araneta Marcos of Ilocos Norte.

Li expressed her gratitude to the provincial government for its continuous support for the consulate over the years. She also introduced the spirit of the 4th plenary session of the 20th Central Committee of the Communist Party of China, the recent Central Economic Work Conference, and Hainan Free Trade Port. Li stated that during her tenure, she would strengthen communication and coordination with Ilocos Norte, and strive to promote the friendly exchanges and mutually beneficial cooperation between Chinese provinces and Ilocos Norte to reach new heights.

Gov. Cecilia warmly welcomed Li's arrival to assume the new post in Ilocos Norte, expressing her willingness to continue working together with the Chinese Consulate to enhance cooperation between Ilocos Norte and China in fields such as agriculture, tourism and economy and trade, and to promote mutual understanding and communication. She looks forward to visit China again.
