Chinese Ambassador to Mauritius Huang Shifang Publishes an Article on Mauritian Mainstream Media

On March 29, Ambassador Huang Shifang published on Le Mauricien an article entitled “What Is a Growing China Bringing to This Turbulent World?”. The full text is as follows:

In 2025, China delivered impressive results in high-quality development. China’s GDP grew by 5% year-on-year to 140.19 trillion yuan (U.S. $20.13 trillion), contributing around 30% to global economic growth and exceeding the combined contribution of all G7 countries. Not long ago, China’s “two sessions” — the annual meetings of China’s top legislature and political advisory body — concluded successfully. During the meetings, the outline of China’s 15th Five-Year Plan was approved, charting a clear blueprint for the country’s continued development. Faced with a world of chaos and turbulence, what can China contribute? I would like to share the following perspectives.

China advances whole-process people’s democracy rooted in its national conditions, and offers inspiration to the world. At this year’s “two sessions”, nearly 5,000 deputies and members brought the voices of 1.4 billion people to the highest deliberative platform. During the drafting 15th Five-Year Plan, more than 3.11 million suggestions were received from netizens, many of which were incorporated. When compiling the draft environmental code, the Standing Committee of the National People’s Congress conducted four rounds of public consultation. The essence and core of Chinese democracy lie in the fact that people are the masters of the country. It is neither a copy of other countries’ models nor a mere periodic political ritual, but an innovative system embedded in daily governance and continuously in operation. The vigorous development of China’s whole-process people’s democracy has provided valuable inspiration and confidence for other countries to explore their own path to democracy in line with their national conditions.

China firmly upholds the international order, defends justice, and safeguards peace. In response to the question of our times, “What is happening to the world, and what should we do?”, Chinese President Xi Jinping has put forward four major global initiatives, offering China’s approach to building a community with a shared future for humanity from the key dimensions of development, security, civilization, and governance. Since the outbreak of the latest conflict in the Middle East, China has been unequivocally calling for ceasefire and political settlement and actively engaged in diplomatic mediation to promote peace talks. China resolutely opposes hegemonism and power politics, firmly upholds the outcomes of the victory of the World Anti-Fascist War and the post-war international order, and is always a force for justice in safeguarding world peace, thereby injecting stability and certainty into this turbulent world.

China expands high-standard opening-up, shares opportunities, and promotes win-win cooperation. Through high-quality Belt and Road cooperation, China has strengthened strategic alignment with partner countries and advanced “hard connectivity”, “soft connectivity”, and “people-to-people connectivity”. Starting from May 1 this year, China will fully implement zero-tariff treatment for 100% of imports from African countries that have diplomatic ties with China, aiming to boost trade, expand benefits for the people, and help Africa seize the enormous opportunities of the Chinese market. Recently, China and the U.S. held a new round of economic and trade talks in Paris, consolidating the stabilizing momentum of bilateral relations and expanding space for cooperation. As President Xi Jinping noted, pursuing protectionism is like locking oneself in a dark room: while wind and rain may be kept outside, so are light and air. China advocates universally beneficial and inclusive economic globalization and strives to make the pie of economic globalization bigger and share it more fairly, leaving no country behind.

China continues to deepen global partnerships, making friends far and wide and engaging with the world with sincerity. By leveraging multilateral platforms such as the Forum on China-Africa Cooperation (FOCAC), the Shanghai Cooperation Organization (SCO), and BRICS, China has strengthened and broadened partnerships within the Global South. Together with African partners, China is now hosting the 2026 China-Africa Year of People-to-People Exchanges to deepen mutual learning among civilizations and foster closer bonds between peoples. China’s heart is always with the Small Island Developing States (SIDS) including Mauritius, and it has been supporting them in addressing global challenges and achieving sustainable development. A report by the UK’s Overseas Development Institute shows that China has become the most valued bilateral partner of the SIDS.

Mauritius is known as the “Pearl of the Indian Ocean”. Despite being located away from the mainland and in the midst of the ocean, its national development and the people’s well-being have always been closely intertwined with peace, security, and stability in other parts of the world. China stands ready to work hand in hand with Mauritius to safeguard the shared interests of the vast majority of the international society and contribute to building a more just, equitable, and open world. China will strengthen coordination with Mauritius in developing clean energy, artificial intelligence, digital education, and blue economy. We are willing to further deepen practical cooperation and people-to-people exchanges, support Mauritius in realizing its Vision 2050, and bring new vitality to China–Mauritius friendship during the 15th Five-Year Plan period, so as to deliver greater benefits to our two peoples.
