On April 20, 2026, Mr. Pan Qingjiang, Consul General of China in Johannesburg attended the Borehole Donation Ceremony at JC Motumi Secondary School in Matjhabeng, Free State. Several hundreds of people were present, including Mr. Mxolisi Dukwana, the Speaker of the Free State Legislature, Mr. IA Rakgoasi, the principal of school, local officials, teachers and learners.

In his speech, Mr. Pan said that China and South Africa enjoy deep traditional friendship, and both countries attach great importance to education. The Consulate General is committed to providing assistance for learners and youth and is pleased that the donated borehole has solved water access problems for more than 1,000 teachers and learners. He encouraged the learners to concentrate on their studies, learn more about China and China-South Africa relations, and become envoys of China-South Africa friendship. Mr. Pan also warmly interacted with the learners.
The Speaker, principal, and teacher and learner representatives thanked the Consulate General for its generous donation and expressed their commitment to enhancing communication and advancing South Africa-China people-to-people exchanges.
During the event, Mr. Pan and the Speaker had an exchange of views on enhancing sub-national relations and cooperation.
