Wen Jiabao Raises Four Proposals to Promote World Harmony and Prosperity

On September 10, 2009, Premier Wen Jiabao of the State Council delivered an important speech at the 2009 Dalian Summer Davos Annual Meeting. He raised four proposals to promote world harmony and prosperity. The following is the text of his speech.

The world economy is undergoing profound changes and transition. The future and destiny of countries in the world have never been as closely linked as today. We should be more forward-looking and more broad-minded. I propose efforts be made in the following areas in order to promote world harmony and prosperity.

First, cope with climate change. Climate change is a common challenge faced by the entire mankind and requires each country, business and individual assume due responsibility. China attaches great importance to the issue of climate change. We have formulated the national program to tackle this issue, increased the input of R&D resources and made great efforts of readjusting the industrial structure, raising energy efficiency and cutting emission. After three years of hard work, our energy consumption per unit of GDP has dropped by 10%, and SO2 and COD emissions fallen by 9% and 6.6% respectively. Further steps are being taken to reduce the greenhouse gas emission. Stronger international cooperation is critical to addressing climate change. We should conduct extensive dialogue and practical cooperation in line with the principles and provisions of the United Nations Framework Convention on Climate Change and its Kyoto Protocol. We should take into full account the basic national conditions, development stage, historical responsibility and per capita emission of different countries and follow the framework of sustainable development and the principle of "common but differentiated responsibilities". The developed countries should recognize their historical responsibility and high per capita emissions, cut greenhouse gas emission dramatically and provide financial, technological and capacity-building support for the developing countries to cope with climate change. The developing countries should also play their part and make positive contributions to the efforts of tackling climate change.

Second, fight against trade and investment protectionism. Protectionism will only drag the recovery of world economy and ultimately hurt the interest of businesses and people around the world. As the impact of the international financial crisis is far from being over, the international community shall in no way waver in its resolve or slacken its efforts against protectionism. We should avoid saying one thing while doing just the opposite. We should guard against and redress all forms of hidden protectionist activities. China is an active participant in economic globalization and will never engage in trade or investment protectionism. We mean what we say and honor our word with tangible action. We have sent a number of investment and trade promotion delegations to Europe and the United States to procure commodities and expand investment cooperation against the background of severe financial crisis. We have fulfilled our commitment to opposing protectionism with real actions and expect the joint efforts from other countries in the world.

Third, boost the sustainable recovery of the world economy. The impact of the international financial crisis has not dwindled and will not disappear soon. The "green shoot" of economic recovery needs sunshine and water, to which we should devote our attention. Countries should increase consensus, strengthen coordination of macro-economic policies, implement responsible fiscal and monetary policies that fit their national conditions and maintain the consistency of macro-economic policies. It is important to accelerate the reform of international financial system, reinforce the international cooperation on financial regulation, establish effective crisis early warning and disposal mechanisms, improve the transparency of financial market and enhance the capacity of preventing and addressing hidden risks in order to promote the financial stability and sustainable economic growth.

Fourth, protect the intellectual property rights (IPR). IPR protection is vital to promoting innovation and development. To protect IPR is to protect the motivity of innovation. The international community should jointly improve capacities of IPR creation, application, protection and management, respect the national conditions of all countries and accommodate the interests of all parties, carry out dialogue and cooperation following the principle of equality and mutual benefit and build a balanced and effective IPR protection system. China resolutely pursues IPR protection and will continue to comprehensively implement the national IPR strategy and take vigorous measures to foster a legal, market and cultural environment for IPR protection so that all the innovation fruits are respected and rewarded and all the inventions can be translated into real forces of production.
