Xi Jinping Delivers an Important Speech at the State Great Hural of Mongolia, Stressing to Respect and Trust Each Other, Seek Common Points and Resolve Difference, Help Each Other in Times of Crisis, and Cooperate with Win-Win Result to Jointly Create a New Era for the Development of China-Mongolia Relations and Jointly Facilitate Stability and Prosperity of Asia

On August 22, 2014, President Xi Jinping delivered at the State Great Hural of Mongolia an important speech entitled "Help Each Other in Crisis and Jointly Create a New Era for the Development of the China-Mongolia Relations", talking about friendly cooperation between China and Mongolia, China's neighboring diplomacy and Asian countries' way of getting along with each other, and stressing to respect and trust each other, seek common points and resolve difference, help each other in times of crisis, and cooperate with win-win results to jointly create a new era for the development of the China-Mongolia relations and jointly facilitate stability and prosperity of Asia.

At about 11:00 in the morning, Xi Jinping, accompanied by President Tsakhia Elbegdorj, Prime Minister Norovyn Altankhuyag and Chairman of the State Great Hural Zandaakhuu Enkhbold of Mongolia, entered the Assembly Hall of the Government Palace. All stood up to welcome him.

Xi Jinping pointed out in his speech that China and Mongolia are friendly neighboring countries linked by mountains and rivers, and that both are important countries in this region. Currently, the Chinese people are committed to realizing two "Centenary Goals" while the Mongolian people are also committed to national reform and economic and social development. The development strategies of both sides can be effectively connected to realize common development and prosperity. During my visit to Mongolia this time, both sides decided to upgrade the China-Mongolia relations to a comprehensive strategic partnership, which marks that the China-Mongolia relations have entered into the best stage of development in history. Both sides should take this as an opportunity to promote the China-Mongolia relations to constantly move to new highs.

Xi Jinping stressed that China and Mongolia should be good neighbors helping each other in times of crisis. However the international situation changes, both sides should firmly follow the general direction of the bilateral relations and consider for each other from the perspective of a strategic partner. Both sides should firmly support each other on issues concerning each other's major core interests and major concerns such as sovereignty, security and territorial integrity. China and Mongolia should be good partners of mutual benefit and win-win results. China and Mongolia are adjacent geographically and complementary economically. Market, capital, technology and channel of the Chinese side are greatly complementary to advantage of rich resource of the Mongolian side. There are lots of cooperation opportunities which will surely bring tangible benefits to the two peoples. China and Mongolia should be good friends of frequent communication. Both sides should further invigorate personnel exchanges, continue to enhance mechanical exchanges in youth, media and other fields, and build social atmosphere which is more beneficial.

Xi Jinping stressed that a sound neighboring environment is necessary for China to realize its two "Centenary Goals". Only with peace with our neighbors, can we feel reassured and at ease to address well our own affairs. Along with China's constant development, some people in the world have misgivings about China's direction, worrying that when China develops and becomes strong, it will pose threats. This is either a misunderstanding or a distortion. China will unswervingly stick to the path of peaceful development and will also promote all countries to jointly adhere to peaceful development. "A good neighbor is more valuable than gold." China has the most neighbors in the world and we regard our neighbors as valuable wealth. China has always regarded neighboring countries including Mongolia as cooperation partners to facilitate common development as well as sincere friends to maintain peace and stability. We will continue to stick to the policy of developing friendship and partnership with our neighbors as well as the policy of creating an amicable, secure and prosperous neighborhood, and adhere to the principles of amity, sincerity, mutual benefit and inclusiveness. China is willing to provide neighboring countries including Mongolia with opportunities and space for common development. All countries are welcomed to board the train of China's development. Either for a fast ride or for a free ride is welcome. In cooperation with developing countries, China will stick to correct idea of righteousness and benefit and refuse I-win-you-lose or I-much-you-little and will care for interests of the other side in some specific projects. China will fulfill what it has promised.

Xi Jinping pointed out that, currently, Asia's economic development is the most energetic in the world and meanwhile it has more hot-spot and sensitive issues than other regions. It is a major topic for Asian countries to correctly handle their relations with neighboring countries, realize peaceful co-existence and common development and properly address disputes and contradictions among each other. To solve this topic, it is crucial to go with the trend of the times and peoples' hearts, adhere to principles of mutual respect, seeking common points while reserving difference, facing the future and cooperation with win-win results, and solve problems, resolve contradictions and facilitate harmony with Oriental wisdom. During the process of advancing regional cooperation, Asian countries communicate and learn from each other, and adhere to the Asian way of mutual respect, consensus and caring for each others' comfort, which conforms to the tradition of addressing mutual relations in accordance to the characteristics of this region. This tradition indicates Asia's way of getting along with neighboring countries and it should be continuously carried forward today. First, we should respect and trust each other, respect independence, sovereignty and territorial integrity, and respect the social systems and development paths independently chosen by all countries without interference into others' internal affairs. We should care for each others' major concerns, and facilitate exchanges and dialogues among different civilizations and deepen mutual understanding and recognition. Second, we should gather common points and resolve difference, keep focused on the overall situation, carry out friendly consultation, pool consensus and resolve disputes with dialogues and cooperation, and jointly participate in international and regional governance. Third, we should cooperate with win-win results, help each other, complement each others' advantages, enlarge shared interests, work together to push ahead the construction of Free Trade Area and connectivity, and deepen integration of regional economy.

Xi Jinping stressed at last that, friendship between China and Mongolia has been deeply rooted in the two peoples' hearts, and that it is the largest fountain of confidence and driving force for the development of the China-Mongolia relations. I believe that with the support of the two peoples, the future of the China-Mongolia relations will certainly be more beautiful. Let's join hands and make joint efforts to sow deeply the seed of the long-standing China-Mongolia friendship in the two peoples' hearts.
