Decision on Taking Countermeasures Against
U.S. Military Companies and Senior Executives

In disregard of China’s fair and objective position and constructive role on the Ukraine crisis, the United States has recently arbitrarily imposed illegal unilateral sanctions on a number of Chinese entities on the basis of so-called Russia-related factors, and engaged in unilateral acts of bullying and economic coercion. This has seriously undermined the legitimate and lawful rights and interests of Chinese companies, institutions and individuals. In the meantime, the continued U.S. arms sales to China’s Taiwan region seriously violate the one-China principle and the provisions of the three China-U.S. Joint Communiqués, interfere in China’s internal affairs, and undermine China’s sovereignty and territorial integrity.

Pursuant to Articles 3, 4, 5, 6, 9 and 15 of the Law of the People’s Republic of China on Countering Foreign Sanctions, China hereby decides to take countermeasures against the following U.S. military companies and senior executives:

For the 12 companies as listed in the attached List of Targets of Countermeasures, i.e., Lockheed Martin Missiles and Fire Control, Lockheed Martin Aeronautics, Raytheon/Lockheed Martin Javelin Joint Venture, Raytheon Missile Systems, General Dynamics Ordnance and Tactical Systems, General Dynamics Information Technology, General Dynamics Mission Systems, Inter-Coastal Electronics, System Studies & Simulation, IronMountain Solutions, Applied Technologies Group, and Axient:

Their movable and immovable properties, and other kinds of assets within China shall be frozen.

For the 10 senior executives as listed in the attached List of Targets of Countermeasures, i.e., Kathy J. Warden (Chair, Chief Executive Officer and President, Northrop Grumman Corporation), Matthew Bromberg (Corporate Vice President, Global Operations, Northrop Grumman Corporation), Benjamin R. Davies (Vice President and General Manager, Strategic Deterrent Systems, Northrop Grumman Space Systems), Thomas H. Jones (Corporate Vice President and President, Northrop Grumman Aeronautics Systems), Stephen O’Bryan (Corporate Vice President and Global Business Development Officer, Northrop Grumman Corporation), Roshan Roeder (Corporate Vice President and President, Northrop Grumman Defense Systems), Firat H. Gezen (Vice President of General Dynamics, President of General Dynamics Ordnance and Tactical Systems), Jason W. Aiken (Executive Vice President of the Technologies Segment of General Dynamics), Amy Gilliland (Senior Vice President of General Dynamics, President of General Dynamics Information Technology), and Christopher J. Brady (Vice President of General Dynamics, President of General Dynamics Mission Systems):

They shall be denied visas or entry into China (including Hong Kong and Macao).

This decision shall come into force as of May 22, 2024.
