On the afternoon of April 23, 2025, Chairman of the Standing Committee of the National People's Congress (NPC) Zhao Leji met respectively with Kenyan President William Ruto and Azerbaijani President Ilham Aliyev in Beijing.

When meeting with William Ruto, Zhao Leji said that under the strategic guidance of President Xi Jinping and Mr. President William Ruto, China and Kenya have joined hands in the Belt and Road cooperation, blazing a path of win-win cooperation characterized by fruitful results. China is ready to work with Kenya to deliver on the important common understandings reached between the two heads of state, deepen all-round mutually beneficial cooperation and take the China-Kenya comprehensive strategic cooperative partnership to a new level in the new era. The NPC of China is ready to work with the Parliament of Kenya to make good use of the legislature exchange mechanism and platform, enhance exchanges at all levels, and deepen experience sharing in such fields as legislation, supervision, and ecological environment protection, to provide legal guarantees for practical cooperation between the two countries.

William Ruto said that Kenya and China enjoy profound friendship and extensive common interests. Kenya abides by the one-China principle, and is willing to strengthen cooperation with China in economic, cultural and other fields, enhance exchanges between legislative bodies, and jointly safeguard multilateralism and the multilateral trading system.

When meeting with Ilham Aliyev, Zhao Leji said that China and Azerbaijan are good friends with sincerity and mutual trust, and good partners treating each other as equals and benefiting each other. President Xi Jinping met with Mr. President Ilham Aliyev in the morning and drew a new blueprint for the development of China-Azerbaijan relations. China is ready to work with Azerbaijan, taking the important common understandings reached between the two heads of state as the fundamental guideline, to carry forward the traditional friendship, strengthen cooperation in various fields, and promote greater development of the China-Azerbaijan comprehensive strategic partnership. The NPC of China is ready to maintain close exchanges with the National Assembly of Azerbaijan, and promote experience sharing in areas such as legislation, supervision and sustainable development, so as to contribute to the steady and long-term development of China-Azerbaijan relations.

Ilham Aliyev said that Azerbaijan-China relations are at their best in history. Azerbaijan abides by the one-China principle and is willing to deepen economic, trade, people-to-people and cultural cooperation as well as international collaboration with China, and enhance exchanges between legislative bodies, so as to inject strong impetus into the development of bilateral relations.
