Xi Jinping Visits New Development Bank

On the morning of April 29, 2025, President Xi Jinping visited the New Development Bank in Shanghai and met with President of the New Development Bank (NDB) Dilma Rousseff.

Upon Xi Jinping's arrival, Dilma Rousseff led the four vice presidents of the NDB and other employees to warmly welcome him.

Xi Jinping congratulated Dilma Rousseff on her reelection as President of the NDB. He pointed out that the NDB is the world's first multilateral development institution established and led by emerging markets and developing countries. It is a pioneering initiative for the Global South to seek strength through unity, conforms to the historical trend of reforming and improving global governance and has grown into an emerging force in the international financial system and a signature platform for cooperation in the Global South.

Xi Jinping stressed that greater BRICS cooperation has entered a stage of high-quality development, and the NDB is set to embark on its second golden decade of high-quality development. He called on the NDB to fulfill its founding mission, closely follow the development needs of the Global South, and provide more high-quality, low-cost and sustainable infrastructure financing. The NDB needs to fortify its own capabilities by improving its management and operations, implement more technology finance and green finance projects, and help developing countries bridge the digital divide and accelerate green and low-carbon transition. The NDB should also forge ahead and amplify the voice of the Global South in discussions on the reform of the international financial architecture, safeguard the legitimate rights and interests of the Global South, and support the countries of the Global South in their pursuit of modernization. As the bank's host country, China will always support the operations and development of the NDB. China is ready to strengthen project cooperation with the NDB and focus on green, innovative and sustainable development to achieve more practical results. China is also ready to share its development experience with other member countries through the NDB and provide more international public goods.

Xi Jinping pointed out that Global South countries have risen collectively into an important force in maintaining world peace, promoting common development and improving global governance. Regardless of how the international situation changes, the general trend of human development and progress will not change. China has achieved its development through self-reliance and hard work. It will firmly safeguard its own legitimate rights and interests, as well as the common interests of the international community.

Dilma Rousseff expressed her gratitude to China for its long-term strong support for the NDB's growth and expansion, saying that under the visionary leadership of President Xi Jinping, China has achieved extraordinary development results and played a pivotal role in advancing global governance, and China is sure to realize the vision of the great rejuvenation of the Chinese nation. She noted that despite the volatile situation in today's world, the Chinese government has resolutely stood up for the interests of the Global South, supported multilateralism, defended international fairness and justice, and promoted the building of a community with a shared future for mankind, setting an example for the international community. Unilateralism and protectionism have been eroding the authority of international law and undermining the stability of industrial and supply chains. The NDB will remain true to its founding mission, take active measures, and contribute to promoting the development of developing countries and emerging markets.
