Ding Xuexiang Attends 2025 SCO Digital Economy Forum and Delivers a Keynote Speech

On the morning of July 11, 2025, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Ding Xuexiang attended the opening ceremony of the 2025 SCO Digital Economy Forum in Tianjin and delivered a keynote speech.

Ding Xuexiang pointed out that Chinese President Xi Jinping attaches great importance to digital economy cooperation within the Shanghai Cooperation Organization (SCO), stating that China is ready to work with other member states to carry forward the "Shanghai Spirit", deeply participate in international cooperation on the digital economy, and boost economic and social development through digitalization, networking, and intelligentization, opening up new prospects for digital economy cooperation. In recent years, SCO digital economy cooperation has made steady progress, driving the deep integration of digital technologies with economic and social development and providing strong support for the high-quality development of each member state.

Ding Xuexiang stressed that in the face of both opportunities and challenges brought by digitalization, it is important to accelerate the implementation of the important consensus reached by the SCO Council of Heads of State and the Global Digital Compact, and work together towards a better "digital future". He put forward four proposals. First, actively promote the institutionalized and regular cooperation in the digital economy, strengthen policy communication and alignment of development plans, and make good use of cooperation platforms such as the SCO Digital Economy Forum and the Digital Education Alliance to continuously inject strong vitality and momentum into digital economy development. Second, make comprehensive efforts to enhance the interconnectivity of digital infrastructure, continue to strengthen capacity building in network communications, computing power scheduling, and data processing, and work together to build a high-quality "Digital Silk Road" to create a regional digital infrastructure system with wider coverage, greater stability, and faster response capability. Third, further advance mutually beneficial sharing of innovative outcomes in digital technology, strengthen cooperation on technological innovation and the promotion and application of innovative results, improve the inclusiveness of the digital economy and the accessibility of benefits from digital transformation, so that all countries can get on board the fast train of digital economic development. Fourth, jointly build a multilateral and coordinated digital security governance system, strengthen international cooperation on digital governance, support the United Nations in playing a leading role in global digital governance and rule-making, and work to foster a balanced, coordinated and inclusive global digital economy landscape that brings benefits to all and features win-win cooperation and shared prosperity.

Ding Xuexiang said that this year marks the "Year of Sustainable Development" for the SCO. He expressed the hope that this forum will help make preparations for delivering outcomes in digital economy cooperation at the SCO Summit in Tianjin.

Myanmar's Deputy Prime Minister and Minister for Transport and Communications Mya Tun Oo and SCO Secretary-General Nurlan Yermekbayev attended and addressed the opening ceremony.

Member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Tianjin Municipal Committee Chen Min'er attended the opening ceremony.

The Forum was co-organized by the National Data Administration and the Tianjin Municipal People's Government. Around 600 people, including government officials, business leaders, and experts and scholars from universities and think tanks at home and abroad, attended the opening ceremony.
