From July 29 to 31, 2025, the Sixth World Conference of Speakers of Parliament was held at the Palais des Nations in Geneva. Chairman of the Standing Committee of the National People's Congress (NPC) Zhao Leji attended the conference and delivered a speech entitled "Upholding Multilateralism and Building a Better Home Together".
Zhao Leji stated in his speech that the cause of peace and development for humanity is now facing severe challenges, and legislative bodies have the responsibility to play an active role in fostering a new type of international relations. He called for joint efforts to act as guardians of global peace and tranquility, upholding a vision of common, comprehensive, cooperative and sustainable security, respecting the sovereignty and territorial integrity of all countries, and respecting the development paths independently chosen by the people of all countries; to act as promoters of global development and prosperity, adhering to mutual benefit and win-win cooperation, safeguarding the multilateral trading system centered on the World Trade Organization, and providing legal guarantees for the common development of all countries; to act as champions of exchanges and mutual learning among civilizations, advocating respect for the diversity of world civilizations and encouraging different civilizations to prosper respectively and collectively; and to act as promoters of international fairness and justice, upholding and practicing true multilateralism, and working toward a more just and equitable global governance system.
Zhao Leji stressed that China's NPC is ready to strengthen exchanges and cooperation with the Inter-Parliamentary Union (IPU) and legislative bodies of other countries, jointly act on the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, and work together to build a community with a shared future for mankind.
On the morning of July 30, Zhao Leji chaired the general debate of the conference.
The World Conference of Speakers of Parliament, organized by the IPU, has been held every five years since 2000. This conference, themed "A World in Turmoil: Parliamentary Cooperation and Multilateralism for Peace, Justice and Prosperity for All", brought together parliamentary leaders from 120 countries. On July 31, the conference adopted the High-Level Declaration of the Sixth World Conference of Speakers of Parliament.
During the conference, Zhao Leji met with IPU President Tulia Ackson and Secretary General Martin Chungong. Zhao Leji said that China's NPC is ready to deepen exchanges and cooperation with the IPU, continue to jointly organize the interregional seminar on the achievement of the Sustainable Development Goals for parliaments of developing countries, and promote more effective interactions among legislative bodies. Tulia Ackson said the IPU highly commends China's firm support for multilateralism and is willing to work with China to advance the building of a community with a shared future for mankind. Martin Chungong expressed gratitude for China's active participation in and important contributions to the work of the IPU.
Zhao Leji also met with parliamentary leaders from Brazil, Pakistan, Russia, and Kazakhstan. During his meeting with Speaker of the Chamber of Deputies of Brazil Hugo Motta, Zhao Leji said China is ready to work with Brazil to implement the important common understandings reached between the two heads of state, make good use of the regular exchange mechanism between legislative bodies, and jointly uphold multilateralism and free trade. Hugo Motta said that strengthening exchanges between the legislative bodies of Brazil and China is conducive to promoting new achievements in cooperation between the two countries in such fields as trade, culture, and climate change.
During his meeting with Speaker of the National Assembly of Pakistan Sardar Ayaz Sadiq, Zhao Leji said that in June this year, the National Assembly of Pakistan established the world's first "Global Development Initiative Group", for which China expressed its appreciation. The legislative bodies of the two countries should learn from each other's legislative and supervisory work experience to contribute to the growth of China-Pakistan relations. Sardar Ayaz Sadiq said that the all-weather strategic cooperative partnership between Pakistan and China has stood the test of time and grown stronger, and that the National Assembly of Pakistan is willing to make unremitting efforts to enhance Pakistan-China friendship.
During his meeting with Speaker of the Federation Council of Russia Valentina Matviyenko, Zhao Leji said that the legislative bodies of the two countries should fully implement the important common understandings reached between President Xi Jinping and President Vladimir Putin, consolidate China-Russia political mutual trust and high-level strategic coordination, and provide legal guarantees for bilateral practical cooperation. Valentina Matviyenko expressed the hope that the two legislative bodies will strengthen bilateral and multilateral coordination to promote the in-depth development of the Russia-China comprehensive strategic partnership of coordination for the new era.
During his meeting with Speaker of the Lower House of Kazakhstan's Parliament Yerlan Koshanov, Zhao Leji said that China's NPC is ready to strengthen multi-level and multi-sector exchanges with Kazakhstan's Parliament to contribute to China-Kazakhstan cooperation and to building a closer China-Central Asia community with a shared future. Yerlan Koshanov said that Kazakhstan's Parliament is willing to play an active role in promoting cooperation between the two countries in such areas as trade, culture, and tourism.
