Zhao Leji and Chairman of the State Duma of Russia Vyacheslav Volodin Co-chair the 10th Meeting of the China-Russia Committee for Parliamentary Cooperation

On August 25, 2025, Chairman of the Standing Committee of the National People's Congress (NPC) Zhao Leji co-chaired the 10th Meeting of the China-Russia Committee for Parliamentary Cooperation with Chairman of the State Duma of Russia Vyacheslav Volodin at the Great Hall of the People.

Zhao Leji said that under the strategic guidance of President Xi Jinping and President Vladimir Putin, the China-Russia comprehensive strategic partnership of coordination for the new era has consistently maintained a sound, stable, and high-level development momentum. The two sides have continuously deepened political mutual trust, strengthened strategic coordination, and advanced cooperation across various fields in an orderly and effective manner. Facts have proven that China-Russia cooperation, marked by complementary strengths and great potential, is a strategic choice made by both sides in light of their respective development and revitalization.

Zhao Leji stated that this year marks the 20th anniversary of the establishment of the China-Russia Committee for Parliamentary Cooperation. The institutional exchanges and cooperation between the legislative bodies of China and Russia have set a fine example for bilateral and multilateral legislative cooperation and accumulated useful experience. China's NPC is ready to work with the Federal Assembly of the Russian Federation, taking the implementation of the important common understandings reached by the two heads of state as the fundamental guideline, to fully leverage the role of cooperation mechanisms and platforms, continuously strengthen exchanges and cooperation, and contribute to the in-depth development of the China-Russia comprehensive strategic partnership of coordination for the new era. Both sides should maintain the positive momentum of close exchanges, enhance understanding and mutual trust, and consolidate the political foundation of mutual support, solidarity and coordination. Efforts should be made to expand the content and forms of institutional exchanges to meet the development needs of China-Russia relations in the new era, focus on the functions and responsibilities of the legislative bodies, learn from and draw on each other's experience in governance, legislation, supervision and other aspects, and support the development and revitalization of their respective countries. The two sides should promptly ratify relevant bilateral treaties and agreements, promote the implementation and effectiveness of cooperation agreements and projects, and provide legal safeguards for practical cooperation between the two countries. The two sides should leverage the strengths of deputies to the NPC and members of parliament to build bridges for economic and trade cooperation and people-to-people and cultural exchanges. Exchanges among women and youth deputies and parliamentarians should be activated, and local legislative bodies of the two countries should be encouraged and supported in stepping up exchanges to deliver more cooperation outcomes that are practical and beneficial to people's livelihoods. The two sides should strengthen communication and coordination within multilateral mechanisms such as the Inter-Parliamentary Union and the BRICS Parliamentary Forum, speak with one voice, firmly safeguard the outcomes of the victory of World War II, advocate the correct historical perspective on World War II, uphold the international system with the United Nations at its core, practice true multilateralism, and promote the building of a community with a shared future for mankind.

Vyacheslav Volodin said that under the strategic guidance of the two heads of state, the Russia-China comprehensive strategic partnership of coordination for the new era has gained in-depth development. The State Duma of Russia is willing to strengthen friendly exchanges with China's NPC, focus on implementing the important common understandings reached by the two heads of state, leverage the role of the mechanism and platform of the Russia-China Committee for Parliamentary Cooperation, and make legislative contributions to promoting all-round cooperation between Russia and China, optimizing the business environment, deepening people-to-people and cultural exchanges, jointly advocating the correct historical perspective on World War II, and safeguarding multilateralism.
