Li Qiang Holds Talks with Portuguese Prime Minister Luís Montenegro

On September 9, 2025, Premier Li Qiang of the State Council held talks with Portuguese Prime Minister Luís Montenegro, who is in China for an official visit, at the Great Hall of the People in Beijing.

Li Qiang said that since the establishment of diplomatic relations between China and Portugal, the two sides have always trusted, respected and helped each other, and promoted the sound and stable development of bilateral relations. This year marks the 20th anniversary of the establishment of a comprehensive strategic partnership between China and Portugal, bringing new opportunities for the development of bilateral relations and cooperation. In the morning, President Xi Jinping held a meeting with Prime Minister Luís Montenegro, during which the two sides reached important common understandings on further consolidating and deepening China-Portugal relations. China is ready to maintain close high-level exchanges with Portugal, enhance political mutual trust, continuously deepen and solidify cooperation across various fields, and bring more benefits to the people of both countries.

Li Qiang pointed out that China is ready to further synergize development strategies with Portugal, continue to advance high-quality Belt and Road cooperation, make good use of mechanisms such as the Strategic Dialogue, the Mixed Committee on Economic and Trade Cooperation, and the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries (Macao), and promote optimized and balanced growth of bilateral trade. Both sides should tap into the potential of emerging areas such as the digital economy and the green economy, create more growth drivers for cooperation, and support enterprises from both countries in exploring third-party markets together. China is ready to import more high-quality agricultural and food products from Portugal and encourages more Chinese enterprises to invest in Portugal. Li Qiang expressed the hope that Portugal will foster a favorable business environment. The two sides should also further facilitate personnel exchanges, unleash the vitality of the tourism economy, and enhance exchanges and cooperation in cultural fields such as higher education, language teaching, digital education and youth engagement. At present, unilateralism and protectionism practices are severely impacting the international order. As two major global forces, China and the European Union (EU) should strengthen coordination and work together to address these challenges. Li Qiang expressed the hope that Portugal will encourage and guide the EU to adhere to the positioning of China-EU partnership, adopt a positive and pragmatic policy toward China, and work with China to safeguard free trade and protect the common interests of both sides.

Luís Montenegro said that Portugal and China enjoy a traditional friendship, with growing political mutual trust and fruitful cooperation outcomes across various areas. He expressed gratitude for China's valuable support in Portugal's economic and social development. The Portuguese government is willing to take the 20th anniversary of the establishment of the comprehensive strategic partnership between the two countries as an opportunity to enhance dialogue and exchange at all levels in the spirit of mutual trust, deepen cooperation in areas such as trade, agriculture, maritime affairs, culture and sports, and create new highlights in sci-tech innovation, the digital economy, green energy and tourism cooperation. Portugal welcomes Chinese enterprises to invest and do business in the country, and hopes to actively expand trilateral cooperation with China. Portugal is willing to strengthen communication and coordination with China on multilateral platforms such as the United Nations, to jointly oppose protectionism, and uphold open and fair free trade. Portugal supports strengthened dialogue and cooperation between the EU and China and is willing to play a constructive role in this regard.

Before the talks, Li Qiang held a welcome ceremony for Luís Montenegro at the North Hall of the Great Hall of the People.
