On October 28, 2025 local time, Vice President Han Zheng attended and addressed the ninth Future Investment Initiative (FII) conference in Riyadh, Saudi Arabia.

Han Zheng said that promoting development and achieving prosperity is a common pursuit of the international community and a common task facing all countries, especially developing ones. The vision of building a community with a shared future for humanity, as well as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, proposed by President Xi Jinping, have charted the course for all countries to achieve peaceful development and common prosperity. A few days ago, the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) was successfully convened, which summarized China's development achievements and experiences over the past five years, and mapped out a blueprint for China's development over the next five years, sending a clear signal for further deepening reform comprehensively and promoting high-standard opening up.

Han Zheng put forward four proposals. First, strengthening innovation-driven development and promoting green development. China is accelerating the building of an open and globally competitive innovation ecosystem, and developing new quality productive forces in line with local conditions. China is ready to work with all countries to promote the cooperation of traditional, emerging, and future industries in a coordinated manner, continuously stimulate development momentum, and drive the green and low-carbon transition of the world economy.

Second, upholding openness and cooperation and promoting mutual benefit and win-win results. Noting that China has always adhered to the basic national policy of opening up, Han Zheng said China is not only a beneficiary of economic globalization, but also a contributor, defender, and promoter of economic globalization. China stands ready to work with all countries to promote greater resilience, efficiency, and vitality in the global industrial and supply chains, and inject more certainty and positive energy into the world economic recovery and global development and prosperity.

Third, advocating for people-centered development and achieving common prosperity. China has always adhered to a people-centered development philosophy, and is advancing the comprehensive development of individuals and the common prosperity of all its people in the process of Chinese modernization. Countries should jointly promote universally beneficial and inclusive economic globalization so that different countries and social groups can share the benefits of development. China is ready to work with fellow developing countries to share development opportunities and jointly move towards modernization.

Fourth, enhancing shared visions and deepening solidarity and coordination. In the face of the ever-increasing global challenges, the destinies of countries are interconnected, and it is necessary to seek common ground in visions on the basis of mutual respect. China is willing to work with the international community to practice true multilateralism, uphold the vision of global governance featuring extensive consultation and joint contribution for shared benefit, work together to promote a more just and equitable global governance system, and jointly build a community with a shared future for humanity.

Noting that China and countries in the Middle East enjoy a long history of friendship and cooperation, Han Zheng said China is willing to work with Saudi Arabia and other countries in the Middle East to deepen friendly collaboration, advance high-quality Belt and Road cooperation, and forge a more multidimensional pattern of energy cooperation. The two sides should also speed up efforts to secure new progress in financial and investment cooperation, foster new highlights in people-to-people and cultural exchanges, and explore new frontiers in innovation cooperation, so as to make new contributions to the development and prosperity of countries in the region and provide new opportunities for the development of all countries around the world.

The FII conference is the largest and most influential investment and innovation forum in the Middle East region. Themed "The key to Prosperity: Unlocking New Frontiers of Growth", this edition will feature 250 events and bring together over 8,000 guests, including leaders of 16 countries as well as government officials and entrepreneurs from around the world.
