On November 2, 2025 local time, Vice President Han Zheng met with Kuwait's Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah at Bayan Palace in Kuwait City.

Han Zheng conveyed President Xi Jinping's cordial greetings and best wishes to Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah. Han Zheng stated that China always cherishes its friendship with Kuwait and attaches great importance to developing its relations with Kuwait. Since 2022, President Xi Jinping and Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah have met twice and reached a series of important understandings, providing strategic guidance for elevating China-Kuwait relations to higher levels. The recently convened fourth plenary session of the 20th Central Committee of the Communist Party of China adopted the Recommendations for Formulating the 15th Five-Year Plan for National Economic and Social Development, sending a clear signal that China is further deepening reform comprehensively and expanding high-standard opening up. This will create favorable opportunities for the development of China-Kuwait relations. China is ready to make joint efforts with Kuwait to deepen political mutual trust, continue to firmly support each other on issues concerning each other's core interests, advance relevant cooperation at a faster pace, implement the bilateral cooperation documents signed in the presence of the two heads of state, and strive for substantive progress at an early date, so as to achieve in-depth and solid development of the strategic partnership between both countries and bring more benefits to the two peoples. The Global Governance Initiative put forth by President Xi Jinping has charted the course for reforming and improving the global governance system. China believes that Kuwait will actively support this initiative and welcomes Kuwait to join the Group of Friends of the Global Development Initiative. China appreciates Kuwait's long-term efforts to support and promote cooperation between China and the Gulf Cooperation Council (GCC) countries, and hopes that Kuwait, as the GCC's rotating presidency, will further exert positive influence in this regard.

Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah asked Han Zheng to convey his high respect for President Xi Jinping. Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah noted that Kuwait and China enjoy a traditional friendship, and Kuwait was the first Gulf Arab country to establish diplomatic relations with the People's Republic of China, which reflects the strategic and forward-looking nature of bilateral relations. Kuwait highly appreciates and supports the four global initiatives put forth by President Xi Jinping, especially the recently proposed Global Governance Initiative. Kuwait firmly adheres to the one-China policy and opposes any attempt to interfere in China's internal affairs or undermine China's sovereignty. Kuwait is willing to work with China to jointly advance Belt and Road cooperation, implement relevant bilateral cooperation documents, and elevate Kuwait-China relations to higher levels. Kuwait is willing to play an active role in advancing GCC-China and Arab-China cooperation to new levels.
