China and Mongolia Sign and Issue the Activity Plan Commemorating the 70th Anniversary of the Establishment of China-Mongolia Diplomatic Relations

On April 25, 2019, witnessed by President Xi Jinping and President Khaltmaa Battulga of Mongolia, State Councilor and Foreign Minister Wang Yi and Minister of Foreign Affairs Damdin Tsogtbaatar of Mongolia signed the Activity Plan Commemorating the 70th Anniversary of the Establishment of China-Mongolia Diplomatic Relations. Full text of the Plan is as follows:

In order to further promote the development of China-Mongolia comprehensive strategic partnership and deepen exchanges and cooperation in various fields, China and Mongolia agreed to hold a series of activities to commemorate the 70th anniversary of the establishment of diplomatic relations in 2019 in accordance with the spirit of the Memorandum of Understanding between the Government of the People's Republic of China and the Government of Mongolia on Commemorating the 70th Anniversary of the Establishment of Diplomatic Relations between the People's Republic of China and the Mongolian People's Republic.

I. In the Political Field

1. The heads of state, prime ministers, speakers and foreign ministers of China and Mongolia will respectively exchange congratulatory messages on the 70th anniversary of the establishment of diplomatic relations.

2. President of Mongolia will pay a state visit to China.

3. Mongolia will invite a Chinese leader to visit Mongolia.

4. The two sides will respectively hold receptions celebrating the 70th anniversary of the establishment of China-Mongolia diplomatic relations.

5. The two sides will respectively hold receptions celebrating the 25th anniversary of the revision of the Friendship and Cooperation Treaty between China and Mongolia.

6. The National People's Congress delegation will travel to Mongolia to jointly hold the third session of the China-Mongolia parliamentary exchange mechanism with the Mongolian side.

7. Minister of Foreign Affairs of Mongolia will visit China.

8. The two countries will hold the strategic dialogue between the foreign ministries.

9. The two countries will implement the cooperation plan between the Chinese and Mongolian foreign ministries for 2019-2020, and respectively organize mutual visits of former diplomats and youth diplomats.

10. The two countries will carry out high-level exchanges and mutual visits between their law enforcement departments.

11. The two countries will carry out exchanges and mutual visits between political parties.

12. The two countries will carry out high-level visits, joint exercises and training as well as joint defense exchanges between the two defense departments and militaries.

13. Activities related to the Boao Forum for Asia will be hosted in Mongolia.

14. The ambassadors of the two countries will respectively publish on the local media the signed articles commemorating the 70th anniversary of the establishment of diplomatic relations between the two countries.

15. All former Chinese and Mongolian ambassadors in the other country will exchange visits and publish the albums of the ambassadors.

16. The two countries will respectively hold academic conferences on China-Mongolia relations and cooperation.

17. The two countries will deal with matters of Mongolia's establishment of a Consulate General in Shanghai and a Consulate in Manzhouli.

II. In the Economic and Trade Field

18. The two countries will hold the third China-Mongolia Expo.

19. The two countries will sign an intergovernmental agreement for an economic cooperation zone spanning China's Erenhot and Mongolia's Zamyn-Uud.

20. The two countries will continue to promote the joint feasibility study on the China-Mongolia Free Trade Area.

21. The two sides will work together to manage relevant work in loan application and approval, and strive to sign the loan agreement for the Ulaanbaatar Wastewater Treatment Plant project and start its construction.

22. The completion ceremony of the first and second phases of the China-aided schools in Mongolia will be held.

23. The completion ceremony of the China-aided development center for disabled children in Mongolia will be held.

24. The two sides will sign the exchange of notes on project initiation of the shantytown transformation project of the 1008 China-funded households, and push the project to be started at an early date.

25. The two sides will hold the completion ceremony of the Ulaanbaatar to Mandalgov power transmission & transformation project.

26. The two sides will hold the completion ceremony of the new Ulaanbaatar international airport highway.

27. The two sides will hold the completion ceremony of the two reinforced concrete bridges above the Tuul River in Ulaanbaatar.

28. The two sides will hold the launching ceremony of the 67-kilometer-long road from Tosontsengel to Uliasta.

29. The two sides will hold the commencement ceremony of the 20.9-kilometer-long road between Gachuurt and the Nalaikh-Choir crossroad.

30. China will invite the Mongolian side to attend the second China International Import Expo and hold relevant economic and trade activities.

III. In the People-to-people and Cultural Field

31. The two sides will hold the second meeting of the Joint Committee on China-Mongolia People-to-People Exchanges.

32. The two sides will hold China-Mongolia media forum.

33. The two sides will organize mutual visits for Chinese and Mongolian journalists.

34. The two sides will organize mutual visits between delegations of Chinese and Mongolian youth.

35. The two sides will hold film day in each other's country.

36. The two sides will hold China-Mongolia joint Spring Festival gala and the series of happy Spring Festival activities in Mongolia.

37. The two sides will support literary and art organizations of the two countries in holding joint performances and creating works together.

38. Launch ceremony of the Cyrillic Mongolian version of the Volume I of Xi Jinping: The Governance of China as well as Up and Out of Poverty and China-Mongolia seminar on state governance and administration will be held in Mongolia.

39. The Chinese side supports Mongolian sinologists and friendly personages in holding launch ceremonies of memoirs or books about China's assistance to Mongolia in Mongolia.

40. Book launch for what we know and do not know about the China-Mongolia friendship, and the 70 historical facts of the past 70 years will be held in Mongolia.

41. Mongolian newspapers and magazines such as Mongolian Economy will publish special issues for commemorating the 70th anniversary of the establishment of China-Mongolia diplomatic relations.

42. 70 novels of 70 Chinese writers will be translated into Mongolian.

43. A large-scale picture exhibition celebrating the 70th anniversary of the establishment of China-Mongolia diplomatic relations will be held in Mongolia.

44. The two sides will carry out exchanges and cooperation of friendship association of the two countries.

45. The two sides will carry out exchanges and mutual visits between writers' associations and translate each other's works of literature.

46. Both sides will issue commemorative stamps or envelopes marking the 70th anniversary of the establishment of China-Mongolia diplomatic relations.

47. The two sides will hold the activity of delegation of Mongolian sub-national media visiting China with the theme of the spring breeze of China-Mongolia friendship brings green to grassland.

48. Thesis and poem competitions and picture exhibitions among Chinese and Mongolian university students on China-Mongolia relations such as "China in my mind" and "Mongolia in my mind" will be held.

49. The two sides support exchanges and cooperation between museums of both countries.

IV. In Sub-national Exchanges

50. The two sides will further enhance exchanges and cooperation between sister provinces and cities of the two countries and promote the establishment of new sister provinces and cities.

51. A delegation of Beijing will visit Mongolia, and hold "Beijing Day" in Ulaanbaatar.

52. Delegations from the Mongolian government, capital and at sub-regional level will visit the Inner Mongolia Autonomous Region. Leaders of the Inner Mongolia Autonomous Region will be invited to visit Mongolia.

53. The two sides will organize exchanges of visits and communication activities among teachers and students of Mongolia and the Inner Mongolia Autonomous Region.

54. 100 Mongolian journalists and personages from media will be invited to visit the Inner Mongolia Autonomous Region to carry out activities such as joint interview, training and inspection.

55. The two sides will organize traditional Chinese and Mongolian medicine experts to carry out free and affordable medical services in Mongolia, and launch the "Belt and Road Brightness Action" in Mongolia.

56. The two sides will organize 350 herdsmen to the Inner Mongolia Autonomous Region for a visit and inspection tour in a phased way.

57. The two sides will host international tourism activities themed with "the Tea Road".

58. The two sides will launch vocational training programs for 400 Mongolian students to cultivate talents urgently needed in Mongolia.

59. The two sides will carry out activities of interaction and exchanges of visits between Xinjiang Uygur Autonomous Region and Mongolia.

60. The two sides will hold working group meetings between People's Government of Xinjiang Uygur Autonomous Region and the Mongolian Ministry of Foreign Affairs on a regular basis.

61. The Chinese side will invite the Mongolian side to attend the China-Eurasia Expo held in Xinjiang Uygur Autonomous Region and hold the economic forum for Xinjiang Uygur Autonomous Region and Mongolia.

62. The Chinese side supports art and sports groups of Xinjiang Uygur Autonomous Region in participating in cultural and sports exchanges activities in Mongolia, and invite Mongolian groups to come to Xinjiang Uygur Autonomous Region for exchanges.

63. The two sides will establish various mechanisms for economic and trade cooperation between Xinjiang Uygur Autonomous Region and western provinces of Mongolia.

64. The two sides will establish two-way training programs for medical talents, and enhance exchanges and mutual learning between Mongolian medicine in Xinjiang Uygur Autonomous Region and the traditional medicine in Mongolia.

65. The two sides will support tourism cooperation between Xinjiang Uygur Autonomous Region and Mongolia.

66. The Chinese side will invite 50 to 100 Mongolian youth to visit Tianjin under the framework of sister cities of Tianjin and Ulaanbaatar.

67. A doctor delegation of Tianjin will be invited to visit Mongolia.

68. The Chinese side will provide 5 scholarships for political parties in Mongolia. Excellent young cadres of the political parties are welcome to pursue bachelor degrees in Tianjin.

69. Carry out cooperation in areas including infrastructure and agriculture between Tianjin and Mongolia in Ulaanbaatar.

70. The Chinese side will invite the Mongolian side to take part in the China-Northeast Asia Expo in Changchun City, Jilin Province.

Any other activities adopted by the two governments but yet to be included in the plan will be confirmed by the two sides through diplomatic channels on the basis of consensus.

The plan is signed in duplicate in Beijing on April 25, 2019 in the Chinese and Mongolian languages, both texts being equally authentic.
