Xi Jinping Attends23rd APEC Economic Leaders' Meeting and Delivers Important Speech, Stressing to Advance Win-win Cooperation and Jointly Promote Prosperity in the Asia-Pacific by Focusing on the Present While Looking into the Future

On November 19 local time, the 23 Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting was held in Manila of the Philippines. President Xi Jinping attended and delivered an important speech entitled "Deepening Partnerships for Prosperity in the Asia-Pacific", stressing that the Asia-Pacific is the locomotive driving global economic growth, and that we should focus on the present while looking into the future and make use of the important platform of the APEC to promote win-win cooperation and make the Asia-Pacific continue to lead global growth.

Prior to the meeting, Xi Jinping and other participating leaders arrived successively and were greeted by President Benigno Aquino III of the Philippines.

At 10:30 a.m. local time, the meeting started. Benigno Aquino III chaired the meeting. The meeting was themed with "Building Inclusive Economies, Building a Better World". The participating leaders had discussions on such topics including "Enhancing Economic Integration for Inclusive Growth".

Xi Jinping pointed out in his speech that we gathered together in Beijing last November to jointly blueprint the Asia-Pacific development. A year later, we gathered together again with the same goal to deepen cooperation and promote common development in the Asia-Pacific.

Xi Jinping stressed that we should take a long-term perspective to improve the strategic structure of the medium- and long-term cooperation in the Asia-Pacific. The Asia-Pacific cooperation requires a grand plan and a grand pattern. We should maintain strategic, forward-looking and pioneering characteristics of the cooperation and identify objectives, measures and timetable of its key fields. We should stick to reform and innovation and seek new driving forces for the Asia-Pacific economy. We should transform development modes, adjust economic structures, and speed up our efforts in innovation. We should expand and deepen cooperation in areas of huge potential such as urbanization, internet economy and blue economy, and forge new growth points for economy. We should push forward the integration process and build an open economy in the Asia-Pacific. We should realize the Free Trade Area of the Asia-Pacific (FTAAP) as early as possible. All parties should adhere to openness and inclusiveness, seek win-win cooperation and safeguard the multilateral trade system when promoting regional trade agreement, continuously provide strong guidance for concluding the Doha Round negotiations, and push for balanced, significant and development-oriented results from the 10thministerial meeting of the World Trade Organization. We should take actions to turn the consensus into outcome, vigorously advance the connectivity blueprint and break bottlenecks in the Asia-Pacific's development. China and relevant countries are expediting the establishment of the Asian Infrastructure Investment Bank. The initiatives of the Silk Road Economic Belt and the 21 Century Maritime Silk Road put forward by China are being steadily advanced. China will continuously contribute to boosting capacity building of the APEC.

Xi Jinping expressed in the end that China will deepen mutually beneficial cooperation and connectivity with other Asia-Pacific countries and safeguard the peaceful and stable development environment. China has put forward the suggestions for the "13th Five-Year Plan", which will greatly facilitate an innovative, coordinated, green, open and shared development. China is determined, confident and able to realize the sustained and healthy economic development and bring more opportunities and more welfare to the Asia-Pacific.

The meeting proceeded on that afternoon. Xi Jinping delivered a speech on promoting a universally beneficial and inclusive development. He noted that the APEC should lead the way for such development; keep to the general direction of a fair, open, comprehensive and innovative development, focus on helping the developing members with talent training and increase input in various causes regarding people's livelihood; give priority to resolving issues regarding survival, actively deal with challenges brought by poverty and make trade and investment liberalization and facilitation as well as connectivity construction benefit impoverished people; enhance quality and effectiveness of development and conscientiously advance green cyclical and low-carbon development. China expects to, in the principles of common but differentiated responsibilities, equity and respective capabilities, join efforts with other countries to achieve ambitious results from the Climate Change Conference in Paris to be held next month.

The leaders expressed that the Asia-Pacific economies should devote themselves to building a stable, inclusive and prosperous family in the region, and will promote FTAAP process in line with the Beijing Roadmap, push structural reform and explore new driving forces to realize balanced and sustained economic growth. The economies should step up their efforts to reduce and eliminate poverty, mobilize all social circles to achieve inclusive growth, and deepen practical cooperation in connectivity. The economies will persistently create an open environment for trade and investment, strengthen the multilateral trade system and oppose all forms of protectionism.

The leaders issued the Statement on the 23rd APEC Economic Leaders' Meeting.

On that morning, Xi Jinping and other APEC leaders together attended the special meeting on "Regional and Global Economy", and listened to the analysis on global economic situation made by the head of the International Monetary Fund.

When attending the meeting in Manila, Xi Jinping also had a small talk with Honorary Chairman of the Taiwan-based Cross-Straits Common Market Foundation Siew Wan-chang.
