On September 17, 2015, the Foreign Ministry held a briefing for Chinese and foreign media. Vice Foreign Minister Li Baodong and Assistant Foreign Minister Zheng Zeguang introduced relevant details on President Xi Jinping's forthcoming state visit to the US and attendance at the summits marking the 70th anniversary of the founding of the UN and answered questions of the journalists.
When introducing President Xi Jinping's state visit to the US, Zheng Zeguang noted that at the invitation of President Barack Obama, President Xi Jinping will pay a state visit to the US from September 22 to 25, during which he will visit Seattle and Washington D.C. President Xi Jinping's visit, which is against the backdrop of continuous profound and complex changes in the international situation and the development of China-US relations entering a new historic stage, will have far-reaching influence on both the bilateral relations between China and the US and the international and regional situation. This visit will further deepen the friendship between both peoples, expand bilateral practical cooperation in various sectors, push the construction of new model of major-country relations between China and the US for new progress and make new contributions to world peace and common development.
Zheng Zeguang emphasized that the two heads of state will continue strategic communication after the "meeting at Annenberg Estate" and the "evening talks at Yingtai". The two sides will exchange candid and in-depth views on major topics such as international and regional situation, respective domestic and foreign policies and bilateral relations so as to enhance understanding, broaden consensus and ensure that China-US relations continue to develop along the correct track of building a new model of major-country relations. Both sides are expected to achieve fruitful results in extensive areas, including deepening cooperation in important sectors like economy and trade, armies, energy, environmental protection and aviation, strengthening coordination in aspects such as global economic growth, climate change, development and peacekeeping, reaching new consensus on such regional issues as Asia-Pacific affairs, the Iranian nuclear issue, the Korean Peninsula nuclear issue and the Afghan issue, as well as introducing new measures in fields like overseas study, tourism and language education, so as to push the China-US people-to-people and cultural exchanges to a new height. At the same time, leaders of the two countries will also conduct candid communication on some issues with disagreement to reduce misgivings and enhance understanding, and actively discuss constructive ways to properly handle relevant issues so as to prevent the big picture of China-US cooperation from disturbance.
Zheng Zeguang noted that in Seattle, President Xi Jinping will attend the welcome banquet co-hosted by the local government and US friendly groups and deliver an important speech on China-US relations. He will also meet with local and federal political heavyweights, attend the China-US Governors Forum, a symposium with Chinese and US entrepreneurs and a welcome reception held by overseas Chinese, and visit local enterprises and schools. In Washington D.C., President Xi Jinping will attend a whole set of state occasions chaired by President Barack Obama, including welcome ceremony, talks in various ranges, joint meeting with the press and state banquet. President Xi Jinping will also attend the welcome luncheon co-hosted by Vice President Joe Biden and Secretary of State John Forbes Kerry, and meet with leaders of the US Congress. We believe that with the joint efforts of both sides, President Xi Jinping's visit will be historic and successful, making China-US cooperation bring more and better benefits to peoples of the two countries and those in the rest of the world.
When introducing President Xi Jinping's attendance at the summits marking the 70th anniversary of the founding of the UN, Li Baodong expressed that President Xi Jinping will attend the summits in New York from September 26 to 28. The summits are a grand diplomatic event oriented to the future decade of the world and of the UN, as well as a meeting with the largest scale, highest level and most far-reaching influence over recent years, and a great event in the history of the UN. This is President Xi Jinping's first visit to the UN headquarters and a significant diplomatic move of China, fully manifesting the importance attached by Chinese leaders to multilateralism and fully showing the support of Chinese government and people for the UN, which will leave deep imprints in the history of China-UN cooperation.
Li Baodong stressed that as a founding member of the UN, permanent member of the UN Security Council and firm supporter of the cause of the UN, the Chinese side hopes that the international community will take the 70th anniversary of the founding of the UN as a vital opportunity to review the history, look into the future and achieve the following essential results: first, safeguard the victorious results of the World War II. Born in the smoke of gunpowder in the World War II, the UN is a victorious result of the World Anti-Fascist War, bearing the mankind's ideal of no war any more. On the occasion of the 70th anniversary of the founding of the UN and the victory of the World Anti-Fascist War, the UN members should keep the lessons of history firmly in mind, reaffirm their commitments to the purposes and principles of the UN Charter, safeguard the victorious results of the World Anti-Fascist War, resolutely oppose the attempts and misdeeds to deny, distort or falsify the history of the World War II, and maintain the contemporary international order and system based on the purposes and principles of the UN Charter. Second, safeguard world peace. The international community should reiterate their firm commitments to multilateralism, secure the core role of the UN in international affairs, and support the UN Security Council to fulfill its top duty of preserving international peace and security. All parties should carry forward the spirit of the UN, firmly harbor the awareness of community of human destiny, actively construct the new type of international relations with win-win cooperation at the core and jointly push the lofty cause of human progress. Third, promote common development. The Chinese side expects the smooth adoption of the post-2015 development agenda at the UN Development Summit, so as to chart the course for development of countries and international development cooperation in the coming 15 years. The international community should reinforce global development partnership and set up new global development cooperation framework; increase input in development and cope with the relations among economy, society and environment in a balanced way; strengthen coordination in macro-economic policies, enhance docking of development strategies, jointly improve global economic governance, increase the representativeness and voice of the developing countries and create a favorable development environment so as to guarantee continuous and stable growth of the world economy. Fourth, strengthen global governance. The 70th anniversary of the UN's founding should be an important opportunity for its re-positioning and re-orientation. The UN should keep pace with the times, appraise and improve work in all sectors, raise its work efficiency and effectiveness, inject new impetus into its overall revitalization and better serve "the peoples of the united nations". To achieve this goal, the UN should listen more to voices of the developing countries, reflect their appeals, secure their rights and interests and increase their voice and representativeness in the UN and relevant international organizations.
Li Baodong pointed out that President Xi Jinping's attendance is tight-scheduled and plentiful. He will attend the general debate of the UN Assembly and the UN Development Summit and deliver speeches. He will also chair the Global Leaders' Meeting on Gender Equality and Women's Empowerment and the Roundtable on South-South Cooperation, attend important activities including leaders' work luncheon on the issue of climate change, and hold multiple bilateral meetings with relevant state leaders. During the meetings, President Xi Jinping will expound on China's views and propositions on major topics like the international order and configuration as well as global development and governance, and declare China's major measures in safeguarding world peace, promoting common development and supporting the UN and multilateralism. At the bilateral meetings, President Xi Jinping will exchange views with relevant state leaders on safeguarding the authoritativeness of the UN, strengthening bilateral relations and cooperation in international affairs and others.
