Xi Jinping Co-chairs Plenary Session of Johannesburg Summit of the FOCAC with President Jacob Zuma of South Africa

On December 5 local time, the plenary session of the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC), co-chaired by President Xi Jinping and President Jacob Zuma of South Africa, was held. Representatives of 52 members of the FOCAC including 42 heads of state and government and Chairperson Nkosazana Dlamini-Zuma of the African Union (AU) Commission attended. Xi Jinping presided over adoption of the Declaration of the Johannesburg Summit of the Forum on China-Africa Cooperation and the Johannesburg Action Plan (2016-2018) of the Forum on China-Africa Cooperation and gave a concluding speech.

Xi Jinping first expressed that today marks the 2nd anniversary of the death of Mr. Nelson Mandela. At the moment when we get together to discuss the great plan for the development of China-Africa relations, we deeply cherish the memory of Mr. Nelson Mandela. Mr. Nelson Mandela was a great statesman as well as a great friend of Chinese people. The Chinese people will forever remember the great contributions he made to the development of China-Africa relations.

Xi Jinping pointed out that we get together in Johannesburg to renew China-Africa friendship. Centering on the theme of "Africa-China Progressing Together: Win-Win Cooperation for Common Development", we have made an overall plan for the development of China-Africa relations and practical cooperation in various areas, put forward a new orientation for China-Africa relations, and drawn a new blueprint for China-Africa cooperation. We have also conducted broad and in-depth exchanges of views on international and regional issues of common concern and reached extensive consensus, injecting new and strong impetus into the all-round development of China-Africa friendly and cooperative relations, and providing strong spiritual guidance and political guarantee for conducting mutually beneficial cooperation of wider scope, larger filed and higher level.

Xi Jinping stressed that we agreed to upgrade China-Africa relations to comprehensive strategic and cooperative partnership. We have approved the Declaration of the Johannesburg Summit of the Forum on China-Africa Cooperation and the Johannesburg Action Plan (2016-2018) of the Forum on China-Africa Cooperation, and determined to jointly commit ourselves to strengthening and consolidating the "five major pillars" including equality and mutual trust in politics, win-win cooperation in economy, exchanges and mutual learning among civilizations, mutual assistance in security, and unity and coordination in international affairs. We have confirmed the concrete goals and tasks for the future development of China-Africa relations, and put forward major measures to realize win-win cooperation and common development. We are determined to implement the "ten major cooperation plans" covering the areas of industrialization, agricultural modernization, infrastructure construction, finance, green development, trade and investment facilitation, poverty reduction and people's benefits, public health, people-to-people and cultural exchanges, and peace and security. We all believe that China and Africa are important forces in maintaining world peace and tranquility and promoting world development and prosperity, and are determined to strengthen solidarity and coordination so as to well safeguard the common interests of China and Africa and the overall interests of developing countries.

Xi Jinping pointed out that the Chinese side will uphold the policy of sincerity, real results, affinity and good faith and the correct viewpoint of righteousness and benefit toward Africa and continue to work with the African countries to forge ahead and make unremitting efforts to realize common development of China and Africa. In spite of the adjustments and changes of international situations, China-Africa brotherhood of equality, mutual trust and mutual support won't change. In spite of the ups and downs of economic situations, the fundamental principles of China-Africa win-win cooperation and common development won't change. In spite of development and changes of times and society, the coordination spirit of mutual understanding and common progress between China and Africa won't change. In spite of various threats and challenges, the firm determination of China and Africa to share weal and woe won't change.

Leaders of all countries present at the summit spoke highly of the declaration and action plan passed in the Johannesburg Summit of the FOCAC. They expressed that China has conducted long-term cooperation with Africa in the principle of equality and mutual benefit and is Africa's most credible partner. In the process when African people strove for national independence and advanced national development, China shared weal and woe with them and offered them genuine assistance. At present, Africa-China cooperation enters a new stage. The cooperative plans put forward by President Xi Jinping during the opening ceremony of the summit are all-round and bear great significance to the next-stage Africa-China cooperation. The two sides should accelerate the implementation of the cooperative proposals, and take the summit as an opportunity to comprehensively advance Africa-China cooperation and promote African industrialization and agricultural modernization. The African countries are willing to align the African dream with the Chinese Dream, and actively participate in construction of the "Belt and Road", so as to raise the level of their connectivity, and help fulfill the goals of the 2063 Agenda of the AU. The African countries are willing to strengthen security cooperation with China to enhance their peacekeeping capability so that they can gain a peaceful and stable environment for development. The total African and Chinese population is more than one third of the world population. Africa and China should take the FOCAC as an important platform to speak with one voice in the international arena, maintain common interests and cope with common challenges.

President Jacob Zuma of South Africa expressed when giving a closing speech that he sincerely appreciates the huge contributions made by President Xi Jinping and China to the success of the summit. The African countries actively participated in the summit, reflecting their high attention to deepening Africa-China cooperation under the new situation. Extensive consensus reached during the summit will surely promote the in-depth development of Africa-China relations.
