Chinese Ambassador to the Solomon Islands Cai Weiming Talks about China's Development Achievements

On September 26, 2025, Ambassador Cai Weiming attended the National Day reception hosted by the Chinese Embassy in the Solomon Islands. In his speech, Ambassador Cai highlighted China’s development achievements as follows:

Since the founding of the People's Republic of China (PRC) in 1949, the Communist Party of China has worked hard to unite and lead the Chinese people of different ethnic groups in our great pursuit of national rejuvenation and personal well-being. In the glorious transformation of China, two miracles have been achieved. One, rapid economic development. And two, sustained social stability. Since 2012, under the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China has embarked on a new journey of building a modern socialist country in all respects. The rejuvenation of the Chinese nation has entered an irreversible historical process.

China commits to enhancing the great social revolution through the CPC's self-revolution, exercising full and rigorous Party discipline with unprecedented intensity and determination. Since 2012, CPC has formulated and implemented Eight Measures to correct and improve the conducts of its members, sparing no effort to rectify values, enforce disciplines and fight against corruption. With 13 years of unrelenting efforts, successful results have been achieved and consolidated, cracking the tough challenge of self-supervision, which is a common challenge of political parties all over the world. China not only creates a new path for party governance, but also contributes significantly to the best practices of party building for the world.

China commits to full and comprehensive implementation of the new development philosophy, accelerating the green transition in all fields of our economic and social development. In 2024, China's GDP grew to more than 134 trillion yuan, which was more than 250 times that of 1949, firmly establishing itself as the world's second-largest economy. China prioritizes technological innovation, ecological protection, resource conservation, and pursues green and low-carbon development. China moves up fast in the global innovation list, and has become the leading force in renewable energy development. Over the past decade, China's energy consumption per unit of GDP has dropped by more than 3% each year. China's installed renewable energy capacity has grown to 370 million kilowatts, accounting for 64% of the world's total. Over the past 5 years, with fast development of the new energy industry and booming exports, China has helped reduce 60% of the cost of global wind power generation, 80% of the cost of global photo-voltaic power generation, and 4.1 billion tons of carbon emissions of other countries, making significant contributions to the global fight against climate change.

China commits to the people-centered development philosophy, taking the elimination of extreme poverty as the key objective for building a moderately prosperous society in all respects. By 2021, 800 million rural residents have been lifted out of poverty, meeting the poverty reduction target of the UN 2030 Agenda for Sustainable Development 10 years ahead of schedule, and making tremendous contributions to world poverty reduction efforts. As of 2024, China's GNI per capita reached USD13,600, helping China leap from a low-income country at the beginning of the founding of the PRC to an upper-middle-income country. China has also built the world's largest social welfare system, covering a population of 1.39 billion.

China's development has been and will always be the positive energy for world peace and justice. Taking into consideration the common and fundamental interests of all peoples around the world, President Xi Jinping proposed to build a community with a shared future for humanity, and put forward the Belt and Road Initiative, Global Development Initiative, Global Security Initiative and Global Civilization Initiative, which injected stability and certainty into the world and helped maintain world peace and promote development. Recently, President Xi put forward the Global Governance Initiative. Its core concepts are to adhere to sovereign equality, abide by international rule of law, practice multilateralism, advocate the people-centered approach and focus on taking real actions, showing the way forward for the reform of the global governance system. Earlier this month, the commemoration of the 80th Anniversary of the Victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War was held in Beijing, during which President Xi solemnly declared that the Chinese people will firmly stand on the right side of history, on the side of the progress of human civilization, and firmly follow the path of peaceful development.

Several days ago, President Xi Jinping announced during his video address at the UN Climate Summit that China will, by 2035, reduce economy-wide net greenhouse gas emission by 7% to 10% from peak levels; increase the share of non-fossil fuels in total energy consumption to over 30%; expand the installed capacity of wind and solar power to over 6 times the 2020 levels, striving to bring the total to 3,600 gigawatts; scale up the total forest stock volume to over 24 billion cubic meters; make new energy vehicles the mainstream in the sales of new vehicles; expand the National Carbon Emission Trading Market to cover major high-emission sectors, and basically establish a climate adaptive society.

These targets represent China's best efforts based on the requirements of the Paris Agreement. Meeting these targets requires both painstaking efforts by China and a supportive and open international environment. China has the resolve and confidence to deliver on its commitments. We call on all parties to step up actions to realize the beautiful vision of harmony between man and nature, and preserve planet Earth, the place we call home.
