Good afternoon!
It is my pleasure to join you again at IIUM for the Lecture and Workshop on Building a Community with a Shared Future for Humanity. First of all, on behalf of the Chinese Embassy in Malaysia, I would like to thank SEARCH and IIUM for all the professional and considerate work you have done for this event. I hope today’s program will help all participants to further deepen their understanding of today’s theme.
Building a community with a shared future for humanity is a major original concept put forward by President Xi Jinping. It has provided China’s answer to the question of our times -- what kind of world we should build and how we should build it. The vision’s ultimate goal is to build an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity. Its strategic guidance comes from the Global Development Initiative (GDI), the Global Security Initiative (GSI), the Global Civilization Initiative (GCI), and the Global Governance Initiative (GGI). Its implementation is based on the platform of high-quality Belt and Road cooperation. It holds contemporary significance and has a far-reaching impact on the world.
Since the proposal of building a community with a shared future for humanity was first put forward in 2013, it has developed from a promising vision to concrete practices, from the Chinese initiative to international consensus. It has been incorporated in the resolutions of the United Nations General Assembly (UNGA) for 8 consecutive years. Up to now, dozens of countries and regions, including Malaysia, have reached consensus with China on Building a Community with a Shared Future in various forms. The building of communities with a shared future in the fields of cyberspace, nuclear security, health, human and nature, ocean and so on, has witnessed steady progress.
Right now, the world has entered a new period of turbulence and changes. Hegemonism, power politics, unilateralism, and protectionism are on the rise. More and more countries and peoples have recognized that this vision resonates with the common interests of all humanity. Only by advocating peace and development over conflict and confrontation, common security over absolute security, mutually beneficial cooperation over zero-sum game, and by preventing clashes of civilizations through exchanges and mutual learning, championing green development to protect planet Earth, can we make the world a better place for all.
Dear friends,
China’s proposal and practice of Building a Community with a Shared Future for Humanity, in essence, proactively aligns the fundamental interests of the Chinese people with the common interests of all people in the world, closely connecting the future of China with that of the world. This shows that China, under the leadership of the Communist Party of China, not only pursues happiness for the Chinese people and rejuvenation for the Chinese nation, but also is dedicated to the progress of humanity and harmony of the whole world.
First, China is committed to promoting an equal and orderly multipolar world, a universally beneficial and inclusive economic globalization, and a new type of international relations. China is committed to equality among all countries regardless of size, and to advancing the democratization of international relations to ensure that every country has its say in shaping a multipolar world. China is ready to address the development imbalances caused by improper global allocation of resources, supporting every country in choosing its own development path, and driving sustained growth and vitality in the global economy.
Second, China is ready to deepen the convergence of development with neighboring countries, maintain overall stability in its relations with other major countries, and strengthen unity and cooperation with other developing countries. China will continue to consolidate strategic mutual trust with its neighboring countries, strengthen common security, deepen exchanges and cooperation, improve inter-connectivity, and jointly safeguard regional peace and stability. China will foster the major-country dynamics featuring peaceful coexistence, overall stability, and balanced development to safeguard a strategically stable world. China will strengthen unity and cooperation with other developing countries and safeguard our common interests. China will also support the Global South in seeking strength through unity.
Third, China is ready to implement the four global initiatives to make the international order a more just and equitable one. The Global Development Initiative (GDI) focuses on international cooperation and development, supporting the United Nations 2030 Agenda for Sustainable Development; the Global Security Initiative (GSI) aims to encourage dialogue and consultation over international discord, providing new ideas for international security cooperation; the Global Civilization Initiative (GCI) stresses on promoting exchanges and mutual learning among civilizations, charting the path toward building a diverse and inclusive civilization ecosystem; and the Global Governance Initiative (GGI) puts priority on the direction, principles and path to follow in reforming the global governance system and institutions, injecting a strong momentum into building a more just and equitable global governance system. These four initiatives complement one another, jointly constituting pillars of building a community with a shared future for humanity.

The practice of China-Malaysia relations serves as the best textbook and the most vivid illustration to understand the idea of building a community with a shared future for humanity. Since diplomatic relations were established in 1974, China and Malaysia have always respected and supported each other, setting an example of win-win cooperation in bilateral relations to other countries. Bilateral trade has increased over a thousand-fold in 50 years, from less than 200 million U.S. dollars in the early years to 212.04 billion U.S. dollars in 2024. China has been Malaysia’s largest trading partner for 16 consecutive years. Both countries jointly promoted high-quality Belt and Road cooperation. Joint projects such as the East Coast Rail Link (ECRL), the “Two Countries, Twin Parks”, and the Geely-Proton partnership have prospered local employment and economic growth. The ECRL has provided nearly 20,000 jobs to local people, which is estimated to have boosted Malaysia’s GDP by 2.7% during its construction phase.
The China-Malaysia relations witnessed new historic achievements this year, following last year’s 50th anniversary of China-Malaysia diplomatic ties. In April, President Xi Jinping made his second state visit to Malaysia in 12 years, reached consensus with the Malaysian side on building a high-level strategic China-Malaysia community with a shared future, elevating our bilateral ties to a new height. High-level exchanges have been frequent. Premier Li Qiang visited Malaysia twice. Prime Minister Anwar, Deputy Prime Minister Ahmad Zahid and Deputy Prime Minister Fadillah, President of the Senate (Dewan Negara), Speaker of the House of Representatives (Dewan Rakyat), multiple Cabinet ministers and government officials visited China. These visits laid a strong political foundation for us to write a bright new chapter of the next “golden 50 years” of China-Malaysia relations.
Next year marks the start of China’s 15th Five-Year Plan and the 13th Malaysia Plan. China stands ready to strengthen the strategic alignment with Malaysia in further consolidating political mutual trust, deepening practical cooperation, increasing people-to-people exchanges, and strengthening multilateral collaboration. Jointly, we will advance the building of the high-level strategic China-Malaysia community with a shared future and forge a closer China-ASEAN community with a shared future. Together, we will make greater contributions to the peace, stability, development, and prosperity of the region and the world.
