Zhang Hanfu

Born inWujin,JiangsuProvince, Zhang Hanfu once studied in theUSand theSoviet Union. At the end of 1920s, he was engaged with such work of the Party as organization, cultural propaganda, united front and international liaison. During the War of Resistance against Japanese Aggression, he served as editor in chief of Xinhua Ribao inChongqing. On the eve of the victory of the War of Resistance against Japanese Aggression, he followed Dong Biwu, who was representative of the Communist Party, in the latter's visit to San Francisco to attend the conference for drawing up the UN Charters (1945). AfterShanghaiwas liberalized, he served as member of the Standing Committee of the Shanghai Committee of the CPC and Director of the Foreign Affairs Department. During his tenure of vice-foreign minister, he participated or managed a lot of significant events of the diplomacy of the New China, for instance, eliminating the remnant imperialist forces in China, negotiations between China and the US during the War to Resist US Aggression and Aid Korea, opposing the creation of "two Chinas", negotiations to establish diplomatic relations, solving boundary questions between China and neighboring countries, demarcating span of territorial waters, and developing relations with West-Asian and African countries. In 1954, on behalf of the Chinese government, he signed jointly with the Indian government representative theAgreement on Trade and Transport between Tibet Autonomous Region of China andIndia, into which he wrotein accordance with the instructions of Premier Zhou Enlai the Five Principles for Peaceful Coexistence for the first time in an international treaty.In 1955, following Zhou Enlai, he was present at the Bandung Conference. In May 1961, he followed Chen Yi in the latter's trip to attend the Geneva Conference onLaos, serving as deputy head of the Chinese delegation. From July of the year to the end when agreements were reached and Declaration of Neutrality of Laos and Protocol to the Declaration on the Neutrality of Laos were signed, he served as acting head of delegation. In 1965, he accompanied Zhou Enlai in the latter's visit toIndonesiato commemorate the 10thanniversary of Bandung Conference. In April 1966, he accompanied Liu Shaoqi in the latter's visits toPakistan,Afghanistan, andMyanmar. In June 1966, he accompanied Zhou Enlai in the latter's visit toRomaniaandAlbania, etc.
