Born in Tuquan, Inner Mongolia, Wang Yingfan graduated from the English Department of Beijing Foreign Languages Institute in November 1964. He was successively posted in the Chinese Office of the Chargé d'Affaires in Britain, Department of Interpretation and Translation of Ministry of Foreign Affairs, Chinese Embassies in Ghana and the Philippines. After 1980, he served as Deputy Director, Director, and Deputy Director General (1985.5-1988.7) of the Department of Asian Affairs, Ambassador to the Philippines (1988.7-1990.10), Director General of the Department of Asian Affairs of Ministry of Foreign Affairs (1990.11-1994.1), and Assistant Foreign Minister (1994.1-1995.8). During his tenure of director general of the Department of Asian Affairs, he chaired the expert group boundary negotiations between China and Viet Nam. From September 1995 to February 1996, he attended the Senior Officials Meetings of Asian members and all the members of the First Asia Europe Meeting respectively held in Spain and Thailand for preparing the meeting.
