Xi Jinping Holds Talks with President Pedro Pablo Kuczynski of Peru

Both Heads of State Agree to Push China-Peru Comprehensive Strategic Partnership for Better and Faster Development

On November 21, 2016 local time, President Xi Jinping held talks with President Pedro Pablo Kuczynski of Peru in Lima. Both heads of state spoke highly of the development of China-Peru relations and results yielded in practical cooperation in various fields. They also exchanged in-depth views on issues of common concern and reached broad consensus.

Xi Jinping pointed out that this year marks the 45th anniversary of the establishment of China-Peru diplomatic relations. Merely 6 weeks after taking office, President Pedro Pablo Kuczynski visited China where both heads of state held productive talks and unanimously agreed to usher China-Peru relations to a new stage. I hope that this visit could deepen the traditional friendship of both countries, promote dialogues and cooperation in an all-round manner and push China-Peru comprehensive strategic partnership for greater development, so as to bring more benefits to the two peoples.

Xi Jinping stressed that the following 5 years are a crucial period for respective development. China will complete the first goal of the "two centenary goals" and Peru will realize the dream of becoming a modernized country. Under the new circumstance, we should attach great importance to top-level design and overall coordination, make good use of bilateral cooperation mechanisms, well implement the two countries' joint action plan from 2016 to 2021 and strengthen the docking of development strategies, so as to put the consensus reached by both sides into practice for real results. We should speed up economic and trade cooperation and start the new engine of production capacity cooperation to promote early harvest of key projects. We should also continue giving full play to traditional engines such as mining industry, energy and infrastructure construction, tap new growth points of cooperation in such areas as environmental protection, clean energy and information connectivity, and actively explore the upgrade of free trade agreement to inject new impetus into the growth and optimization of bilateral trade. The Chinese government will continue to encourage competent and qualified Chinese enterprises to invest and develop in Peru. We should continue to expand people-to-people and cultural exchanges in culture, education, science, technology, public health, sports, media, universities, think tanks and other areas, and strengthen cooperation in tourism. China is willing to work together with Peru to jointly promote better and faster development of China-Peru relations.

Xi Jinping congratulated Peru on the success of the 24th APEC Economic Leaders' Meeting and pointed out a series of important outcomes achieved at the meeting, which injects strong impetus into the sustained development and common prosperity of the Asia-Pacific region, and demonstrates Peru's contributions and the wisdom of Latin America. China stands ready to, together with Peru and other member states, inherit the past and usher in the future, earnestly implement the consensus, advance the process of the Free Trade Area of the Asia-Pacific (FTAAP), build an open Asia-Pacific economy, and make greater contributions to the economic growth of the Asia-Pacific and the world.

Pedro Pablo Kuczynski warmly welcomed President Xi Jinping's state visit to Peru. He noted that Peru and China share similar historical experiences, and both are currently committed to national development and revitalization. At present, the comprehensive strategic partnership between the two countries continues to develop, and bilateral cooperation in economy, trade and people-to-people and cultural engagement enjoys great potential. Peru stands ready to, together with China, promote the upgrade of bilateral free trade agreement, and welcome Chinese enterprises to increase investment in mineral, energy, hydroelectricity, transportation, infrastructure and other fields and participate in the connectivity construction in Peru. Peru hopes to enhance education and cultural exchanges as well as tourism cooperation with China to bring more convenience for personnel exchanges between both countries. Peru and China have maintained sound communication and coordination in multilateral mechanisms such as the UN. Peru appreciates China's support to Peru in successfully holding the 24th APEC Economic Leaders' Meeting, and stands ready to, together with China, continue to facilitate the trade and investment liberalization in the Asia-Pacific region and oppose protectionism.

After the talks, the two heads of state witnessed the signing of the 2016-2021 Inter-governmental Joint Action Plan of the People's Republic of China and the Republic of Peru and several cooperation documents in economy and trade, mineral, industrial park, information connectivity, economic technology, quality inspection, environment and other fields.

Before the talks, Xi Jinping attended the welcome ceremony held by Pedro Pablo Kuczynski at the square in front of the Presidential Palace. At 9:45 a.m. local time, Xi Jinping and his wife Mme. Peng Liyuan arrived at the square in front of the Presidential Palace. A 21-gun salute was fired. Xi Jinping reviewed the guard of honor. Xi Jinping shook hands warmly with Pedro Pablo Kuczynski. The military band played the national anthems of the two countries.

Before the welcome ceremony, Xi Jinping and Mme. Peng Liyuan laid wreaths to the Monument to the Heroes and Pioneers of Independence of Peru in the company of Pedro Pablo Kuczynski and his wife.
