On March 20, Consul General of the People’s Republic of China inSydney H.E. Zhou Limin published an article titled “China Sends Out Positive Signals on World Peace and Development” on local newspaper Australian Chinese Daily. The full text is as follows:

Just days ago, China concluded its annual national "Two Sessions" , namely the annual sessions of the National People's Congress (NPC) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC). The Two Sessions are a major event in China's political life and a vivid embodiment of the whole-process people's democracy. Every March, deputies to the NPC and members of the CPPCC National Committee from all regions, ethnic groups and sectors of the country gather in Beijing to discuss China's national issues and important plans, setting the direction and drawing the blueprint for China's development.

This year's Two Sessions are being held against the backdrop of profound and complex changes in China and abroad and severe challenges to world peace and development. They are of great practical importance and far-reaching historical significance. The first session of the 14th NPC elected China’s new leaders, and Xi Jinping was elected president by a unanimous vote. China’s new government has begun to perform its duties in full swing and steer the great ship of China in the stormy world tide.

During the Two Sessions, China has issued intensive domestic and foreign policies and measures, which not only contribute to its own long-term peace and stability, but also provide China's ideas and solutions for addressing challenges to world peace and development.

-- China's own certainty will help the world cope with uncertainty. The 20th National Congress of the Communist Party of China held last October laid out a blueprint for China's development in the next five years and beyond. The Two Sessions convert the blueprint drawn up in the 20th National Congress into "construction drawings". The new leaders will unite and lead the people of all ethnic groups in China to build a great modern socialist country in all respects and advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization, which will surely make new great achievements. China continues to lead the world in term of its people’s trust in the government, and 65% of the people surveyed believe they will be better off in the next 5 years, according to a recent report by the US PR company Edelman. China's domestic and foreign policies have maintained a high degree of continuity and stability, injecting more positive energy into world peace and development and bringing new hope to the prosperity and progress of mankind.

-- The "China engine" will continue to inject impetus into global development. China, the world's second largest economy, contributed an average of 38.6 percent to global growth from 2013 to 2021, more than the G7 countries combined. Taking various factors into account, China has set its economic growth target for this year at around 5%. This target was prudently set in view of the multiple severe challenges and is much higher than the growth rate projected for the world as a whole and other major economies. With China's economy now at 121 trillion RMB (about 18 trillion US dollars), achieving such growth is both worth congratulating and not easy. However, China has significant institutional advantages, as well as advantages such as a huge market, a complete industrial system, rich human resources and solid foundation for development. We have full confidence and ability to achieve sustained and sound economic development.

-- China's wider opening-up will benefit people around the world. This year marks the 45th anniversary of China's reform and opening-up, which has not only developed China but also influenced the world. Currently, China is a major trading partner of more than 140 countries and regions, importing about $2.5 trillion of goods and services every year. China has become the driving force and engine for the global business development of many foreign companies, and the vast majority of foreign companies are optimistic about the long-term development prospects in China. In 2022, China's actual use of foreign investment reached a record high of over $189 billion. China has hosted the China International Import Expo for 5 consecutive years. Last year, more than 2,800 companies from 127 countries and regions participated in the expo. As the world's largest trading country and "world market", China will never close its door to the world. It will only open even wider.

-- China will continue to contribute its wisdom and strength to world peace and tranquility. The world today is far from tranquil. The Cold War mentality, hegemonism and power politics are on the rise, and incitement to containment, repression and confrontation can be heard all the time, which will do nothing but harm to world peace and security. China is committed to the path of peaceful development, seeking mutual benefit and win-win results, and making global governance more just and equitable. To solve the global security dilemma and achieve universal security and lasting peace, the world will look more to China. China is the initiator and advocate of the Five Principles of Peaceful Coexistence. In recent years, China has put forward Global Development Initiatives and Global Security Initiatives, which have been warmly welcomed by the international community, developing countries in particular. China has put forward a sensible plan for the political settlement of the Ukraine crisis and played a positive role in the Middle East peace process by helping Saudi Arabia and Iran resume their diplomatic relations. China has always stood on the side of peace and dialogue. We will continue to hold high the banner of peace, development, cooperation and mutual benefit and strive to build a safer world.

The present era is an era full of challenges, but also an era full of hope. Mankind shares a common destiny and the world calls for solidarity and cooperation. To achieve sustained world peace and development, we must replace confrontation with cooperation, exclusion with win-win, zero-sum game and winner-takes-all with mutual assistance and solidarity. China is ready to make greater contribution to world peace and development. We also hope that Australia and other countries will work with China to safeguard peace and tranquility on the Earth and create a better future for mankind.
