On September 20, 2023, the Ministry of Foreign Affairs and the Yangling Agricultural High-Tech Industry Demonstration Zone in Shaanxi jointly hosted the Agricultural Cooperation and Exchange Conference between China and Countries in the Horn of Africa in Yangling, Shaanxi. Diplomatic envoys of eight countries in the Horn of Africa to China, Special Envoy for the Horn of Africa Affairs of China's Ministry of Foreign Affairs Xue Bing, Deputy Secretary of the CPC Working Committee of Yangling Demonstration Zone He Ling, and experts and scholars from some scientific research institutes were present.

In his speech, Special Envoy Xue Bing said their gathering in Yangling and their brainstorming, exchanges, and mutual learning aim to implement the Plan for China Supporting Africa's Agricultural Modernization proposed by President Xi Jinping, promote China and Africa, especially Shaanxi Province and countries in the Horn of Africa, to carry out agricultural cooperation and advance common development, in a bid to provide intellectual support for a brighter future for China-Africa agricultural cooperation and promote the building of a China-Africa community with a shared future.

The attending representatives had extensive exchanges on various topics, including the agricultural product trade between China and Africa, the export of quality African agricultural products to China, food security, and talent development.
