On April 26, 2025, Vice Foreign Minister Hua Chunying attended and addressed the opening ceremony of the 2025 Annual Academic Conference of the Chinese Society of International Law held in Dalian.

Hua Chunying stated that this year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. As a founding member of the United Nations and one of the five permanent members of the Security Council, China has always been a builder of world peace, a contributor to global development, and a defender of international order. Today, global, epoch-making and historical changes are unfolding like never before. Certain major country blatantly withdraws from treaties and organizations, uses the law as a guise to commit unlawful acts, and pursues unilateralism and bullying, severely disrupting the international system and international order. Chinese practitioners of international law must deeply study and comprehend Xi Jinping Thought on the Rule of Law, enhance the sense of mission and responsibility, be brave and adept in using legal weapons in foreign struggles, hold the high ground of the rule of law, keep to the correct political direction, strengthen ideological confidence, take more initiatives and responsibilities, better safeguard national sovereignty, security and development interests, promote the progress of international law, and make due contributions to ensuring Chinese modernization and advancing the building of a community with a shared future for mankind.

The annual conference was co-hosted by the Chinese Society of International Law and Dalian Maritime University, with the theme "Strengthening the Rule of Law in Foreign Affairs and Promoting Chinese Modernization: The Status and Role of International Law". It featured 13 topics covering various fields of international law. 1,200 representatives from domestic universities, research institutions, government agencies, law firms and other practical departments participated in the conference. Full-time Member of the Supreme People's Court Judicial Committee (vice-ministerial level) Wang Shumei, Member of the Leading Party Members' Group of the Ministry of Justice Huang Yi, President of the High People's Court of Liaoning Province Zheng Qing, President of the Chinese Society of International Law Huang Jin, and Secretary of the Party Committee of Dalian Maritime University Xu Minqiang attended the conference and delivered speeches.
