From April 26 to 27, 2025, the 2025 Annual Academic Conference of the Chinese Society of International Law and the International Law Symposium Commemorating the 80th Anniversary of the Victory of the World Anti-Fascist War and the Founding of the United Nations were held in Dalian. Director-General of the Department of Treaty and Law of the Foreign Ministry Ma Xinmin attended the events and delivered a keynote speech.

Ma Xinmin publicized the guiding principles of the Central Conference on Work Related to Neighboring Countries and the important speech of General Secretary Xi Jinping on strengthening the rule of law in foreign affairs, introduced the current trends in international law, the progress of important international legislation and major cases, as well as China's practices and contributions in safeguarding the international law with the United Nations Charter at its core, and raised the cutting-edge and hotspot questions in international law that deserve the attention and research of the academic community.

The theme of this year's annual conference is "Strengthening the Rule of Law in Foreign Affairs and Promoting Chinese Modernization: The Status and Role of International Law". More than 1,200 representatives from universities, research institutions, government agencies, law firms and other practical departments nationwide attended the conference.
