On May 15, 2025, the 2025 Meeting of the Advisory Council of the Belt and Road Forum for International Cooperation was held in Ningbo, Zhejiang Province. Vice Foreign Minister Ma Zhaoxu attended the meeting and delivered a keynote speech.

Focusing on the theme of "High-quality Belt and Road Cooperation for Building an Open, Inclusive and Interconnected World for Common Development", the Advisory Council conducted in-depth discussions on topics such as international cooperation under the Belt and Road Initiative, trade and investment liberalization and facilitation, and cooperation in digital economy and artificial intelligence.

The Advisory Council members stated that the Belt and Road Initiative (BRI) put forth by President Xi Jinping injects stability into global development and serves as an important opportunity to promote world economic growth and foster global common prosperity. Under the current circumstances, it is essential to vigorously advance the high-quality Belt and Road cooperation, focus on high-quality infrastructure and industrial cooperation, build a multi-dimensional interconnected network, and strengthen the development of a green Silk Road and a digital Silk Road. Countries joining the BRI should safeguard common interests and international fairness and justice, maintain the multilateral trading system and international economic order, uphold multilateralism and free trade, enhance the level of trade and investment liberalization and facilitation, strengthen regional free trade arrangements, and promote regional integration. Within the framework of the BRI, participating countries need to step up cooperation in the digital economy and artificial intelligence and support capacity building in the Global South.
