On June 5, 2025, Vice Foreign Minister Ma Zhaoxu met with Chair of the Intergovernmental Negotiations on the United Nations Security Council (UNSC) Reform of the 79th Session of the UN General Assembly and Permanent Representative of Kuwait to the United Nations Tareq M. A. M. Albanai.

Ma Zhaoxu stated that this year marks the 80th anniversary of the victory in the World Anti-Fascist War and the founding of the United Nations. China is committed to safeguarding the authority and status of the United Nations and together with other Global South countries including Kuwait, promoting the development of the global governance system towards a more just and reasonable direction. The reform of the Security Council should aim to enhance the representation and voice of developing countries, prioritize addressing Africa's aspirations, and strive to improve the authority and efficiency of the Security Council. Through the UN General Assembly's intergovernmental negotiation mechanism, it is necessary to further broaden consensus among member states and advance the reform process in a way that truly benefits the long-term development of the United Nations and the fundamental interests of the majority of member states.

Tareq M. A. M. Albanai expressed gratitude for China's support in his role as Chair of the Intergovernmental Negotiations on the UNSC Reform. He said that he will fully listen to the opinions of member states and promote the sound development of the reform process based on broad consensus.

On the same day, Assistant Foreign Minister Miao Deyu held talks with Tareq M. A. M. Albanai, and the two sides had an in-depth exchange of views on the UNSC reform and other issues.
