On September 17, 2025, Assistant Foreign Minister Hong Lei attended the 2025 Conference of Global Public Security Cooperation Forum (Lianyungang) in Lianyungang, Jiangsu Province, and delivered a speech titled "Working Together to Implement the Global Security Initiative and Continuously Promote the Building of a Global Security Community with a Shared Future".

Hong Lei stated that this year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. How to improve the global governance system and jointly promote world peace and tranquility has attracted global attention. During the Shanghai Cooperation Organization Tianjin Summit, President Xi Jinping solemnly proposed the Global Governance Initiative, further injecting Chinese strength and wisdom into addressing global challenges. The Global Security Initiative and the Global Governance Initiative are major proposals put forth by President Xi Jinping with a focus on world peace and security as well as the development and progress of human society. These two initiatives, along with the Global Development Initiative and the Global Civilization Initiative put forth by President Xi Jinping, provide impetus for human development and progress from different perspectives. These initiatives serve as solid supports for building a community with a shared future for mankind and point the way toward achieving world peace and development.

Hong Lei noted that since President Xi Jinping put forth the Global Security Initiative in 2022, China has taken the initiative as a guide to engage in candid dialogues and active cooperation with other countries, jointly addressing global risks and challenges, and injecting stability and positive energy into a world of intertwined changes and chaos. China is ready to work with all countries to further practice the Global Security Initiative, build broad consensus on security, continuously improve security governance, shoulder security responsibilities together, continuously deepen security cooperation, join hands to build a community with a shared future for mankind, and work together to create a bright future of lasting peace and universal security!
