On November 24, 2025, Special Representative of the Chinese Government on Latin American Affairs Qiu Xiaoqi, upon invitation, attended the opening ceremony of the 14th China-Latin America High-Level Academic Forum held at Sun Yat-sen University and delivered a speech.

Qiu Xiaoqi stated that recently, the fourth plenary session of the 20th Central Committee of the Communist Party of China deliberated over and adopted the Recommendations for Formulating the 15th Five-Year Plan, which has made top-level designs for development in the next five years, demonstrating China's strong determination to continue advancing Chinese modernization. This not only sets the direction for China's economic and social development but also injects stability into a turbulent world, and offers an important opportunity for further synergizing development strategies between China and Latin American and Caribbean (LAC) countries. China has always viewed and developed its relations with LAC countries from a strategic and long-term perspective. Guided by the goal of advancing the implementation of the five programs proposed by President Xi Jinping for building a China-LAC community with a shared future, and using the implementation of China's 15th Five-Year Plan as an opportunity, China is ready to deepen green development cooperation with LAC countries and empower the modernization processes of both sides.

The China-Latin America High-Level Academic Forum, founded in 2012, is co-hosted by the Chinese Academy of Social Sciences and Latin American academic institutions. It is held annually, with China and LAC countries alternating as hosts. This year's forum is organized by Sun Yat-sen University, with the theme "Building a China-LAC Community with a Shared Future: Modernization Experiences and Green Development Paths of China and LAC Countries".
