I thank you for convening today's meeting. I have listened attentively to the statements by Special Adviser Piper and other dear colleagues.
This year, the PBC has continued its balanced approach towards political, security and development issues, further strengthened its ties with the General Assembly and ECOSOC, and actively provided recommendations to the Security Council. In doing so, the PBC has played a constructive role in raising international awareness for post-conflict reconstruction and helping the countries concerned build and consolidate lasting peace. All these achievements would not have been possible without the leadership of Brazil, especially Ambassador Danese. I wish to take this opportunity to express China's deep appreciation and our strong support for Brazil's re-election to the PBC Organizational Committee.

Today's world is a volatile one marked by wars and conflicts. We are witnessing a record number of internally displaced persons and refugees, as well as daunting challenges for countries in post-conflict recovery and development. In this context, China supports the PBC's discussions on this issue, so as to seek effective solutions and provide reference to the Security Council and the countries concerned. In light of today's topic, I would like to make four points.
First, conflict prevention and resolution. A stable and secure environment is essential for addressing the issues of IDPs and refugees. The international community must do more to prevent conflicts, promote diplomatic and political solutions to hotspot issues and prioritize efforts for ceasefires.
Second, development as the orientation. Insufficient development is a major factor behind the protraction of many conflicts. The international community should help the countries concerned strengthen capacity building, particularly through poverty eradication and economic development, so that people can really benefit from development and gradually lay the groundwork for lasting peace. In post-conflict recovery, creating jobs is of vital importance, as it will create more positive conditions for the local settlement and return of IDPs and refugees.
Third, guarantee of basic rights such as the right to food. When people are forced to flee their homes, it is often in search of basic necessities and the hope for survival. The international community should scale up its emergent humanitarian assistance and prioritize food supplies to prevent humanitarian crises. At the same time, it is important to provide public services such as healthcare and ensure the right to education for women and children.
Fourth, better coordination and cooperation. China supports the PBC in enhancing its interactions with the Security Council, the General Assembly, and ECOSOC in line with its mandate. International organizations, UN agencies and multilateral development institutions should give full play to their strengths, effectively mobilize resources, and form synergies in their work. We commend Brazil's focus on poverty eradication during its G20 Presidency and its initiative to establish a Global Alliance Against Hunger and Poverty. China will continue to work with all parties and make unremitting efforts to fight poverty and achieve common development.
