On November 15, 2025, Chinese Ambassador to Samoa Fei Mingxing published a signed article titled “The Key to ‘the Governance of China’: Insights from the 4th Plenary Session of the 20th CPC Central Committee” in Samoa Observer. The full text is as follows:

The 4th Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) has recently concluded successfully. It deliberated and adopted the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for National Economic and Social Development, which maps out a new blueprint for China to advance the cause of building a strong country and national rejuvenation, and once again demonstrates to the world the confidence and vitality of the "the Governance of China".

It is the distinct characteristics of the CPC's governance to guide the direction of development through strategic planning and solving problems on the way forward with institutional innovation. Since the launch of the first Five-Year Plan in 1953, and until the successful conclusion of the 14th Five-Year Plan (2021-2025) in 2025, the CPC has led the people to adhere to a consistent blueprint, creating the two miracles of rapid economic development and long-term social stability.

The 14th Five-Year Plan period (2021-2025) was extraordinary. Facing multiple challenges such as the lingering impacts of the epidemic and the weak recovery of the global economy, China's economy has always maintained steady progress. By 2025, the total economic output is expected to exceed 140 trillion yuan, and China has contributed about 30% to global economic growth for many consecutive years, becoming a "stabilizer" of the global economy.

The quality of development has been significantly improved, with high-tech manufacturing, the digital economy and new energy industries growing rapidly. At the same time, energy consumption per unit of GDP has decreased by 13.5% compared with 2020, and the resilience and potential of development have continued to increase.

The warmth of the "the Governance of China" is reflected in the continuous improvement of people's well-being. On the basis of the achievements in poverty alleviation, solid progress has been made in rural revitalization. The participation rate of basic endowment insurance has exceeded 95%, and basic medical insurance covers more than one billion people. The world's largest social security network is being further consolidated, and a series of practical measures have made the people's sense of gain more substantial.

Openness and cooperation are important features of the "the Governance of China". Over the past five years, the Belt and Road cooperation has delivered fruitful outcomes in its high-quality development. More than 150 countries have signed BRI cooperation documents. The China-Europe Railway Express has operated a total of over 110,000 trains to date. The annual import and export volume of goods trade has steadily increased. The capacity level of open platforms such as the China International Import Expo has been continuously improved. These achievements have injected stable certainty into the volatile world.

The 4th Plenary Session of the 20th CPC Central Committee focuses on core issues such as "high-quality development" and "new productive forces", and clarifies that the 15th Five-Year Plan period (2026-2030) is a key transition period for basically realizing socialist modernization.

In the next five years, China will drive the development of new productive forces through scientific and technological innovation, deepen reforms in key areas, and optimize the business environment to stimulate market vitality. It will seize the initiative in opening up and promote win-win cooperation, advance green transformation and build a beautiful China, and balance development and security imperatives and build a strong national security shield.

The key code of the "the Governance of China" lies in the centralized and unified leadership of the CPC. The Party has always adhered to the people-centered approach, promoted comprehensive and strict governance of the Party with the spirit of self-revolution, and continuously enhanced its cohesion and credibility. The unique advantage of "the Party exercises overall leadership over all areas of endeavor in every part of the country" is the fundamental guarantee for China to maintain stable development.

The "the Governance of China" also contributes Oriental wisdom to global governance. China has demonstrated its sense of responsibility as a major country through concrete actions, actively promoting the carbon peaking and carbon neutrality goals, implementing the UN 2030 Agenda for Sustainable Development, and proposing the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative.

On the occasion of the 50th anniversary of the establishment of diplomatic relations between China and Samoa, China is willing to share governance experience with Samoa and other countries around the world, work together to address global challenges such as food security and climate change, and jointly promote the building of a community with a shared future for humanity.

History has proved that the leadership of the CPC is the fundamental guarantee for the "the Governance of China". As the spirit of the 4th Plenary Session of the 20th CPC Central Committee takes root and bears fruit, "the Governance of China" will undoubtedly radiate stronger vitality, provide protection for the rejuvenation of the Chinese nation, and make greater contributions to the cause of human progress.
