On the evening of April 14, 2025 local time, President Xi Jinping met with Vietnamese Prime Minister Pham Minh Chinh at the headquarters of the Communist Party of Viet Nam (CPV) Central Committee.
Xi Jinping noted that under the leadership of the CPV and the Vietnamese government, Viet Nam has achieved political and social stability, and made impressive achievements in its cause of Doi Moi (renovation), while its international status is increasing, for which China feels rejoiced. Both China and Viet Nam shoulder the historical mission of realizing national rejuvenation and accelerating state development. The two countries should forge a strong sense of a community with a shared future, and deepen comprehensive strategic cooperation, so as to serve their respective modernization processes, and ensure that the outcomes of the building of a China-Viet Nam community with a shared future better benefit the two peoples.
Xi Jinping stressed that the two sides should strengthen the strategic coordination and consolidate the political foundation for building a China-Viet Nam community with a shared future. The two sides should intensify high-level exchanges, strengthen strategic communication, and jointly oppose hegemonism, unilateralism and protectionism. The two sides should follow through on the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, so as to jointly defend international fairness and justice, and safeguard peace, stability, development and prosperity in Asia and the world at large.
The two sides should promote high-quality development to provide solid strategic support for the two countries' joint march toward modernization. China and Viet Nam should give full play to their geographical advantages of being connected by land and sea, strengthen the synergy of development strategies and tap into the potential of industrial cooperation. The two countries should steadily advance cooperation in infrastructure development, enhance connectivity and ensure a smooth flow of trade. The two countries should expand and strengthen cooperation in traditional areas such as trade and investment, and expand cooperation in emerging industries such as 5G, artificial intelligence, clean energy and digital economy. The two sides should firmly uphold the multilateral trading regime, and work together to push for an economic globalization that is more open, inclusive, balanced and beneficial to all.
The two sides should deepen people-to-people and cultural cooperation and promote China-Viet Nam friendship. The two sides should ensure the success of a series of activities to celebrate the 75th anniversary of the establishment of China-Viet Nam diplomatic relations and the China-Viet Nam Year of People-to-People Exchanges, so as to tell revolutionary stories of China-Viet Nam friendship, as well as stories of bilateral mutually beneficial cooperation and their joint pursuit of modernization. The two sides should carry out more projects that enjoy public support, reflect popular priorities and improve people's livelihoods.
Pham Minh Chinh said that President Xi Jinping's state visit to Viet Nam is the most important high-level exchange between the two countries this year. This is a great, joyous event in Viet Nam-China relations and of historic significance, and will surely lead Viet Nam-China relations to achieve greater development and inject strong impetus into bilateral cooperation.
Pham Minh Chinh said that since President Xi Jinping's visit to Viet Nam in 2023, the strategic mutual trust between the two countries has been further enhanced, practical cooperation has achieved significant progress and the friendship between the two peoples has deepened increasingly. Viet Nam attaches great importance to its relations with China and is determined to firmly promote the building of a Viet Nam-China community with a shared future that carries strategic significance. Viet Nam sincerely congratulates China on its tremendous development achievements and supports China's sustained development and growth. Pham Minh Chinh expressed the hope to learn from China's experience in the governance of the party and the country, its spirit of self-reliance and strength, and its development philosophy and model. Viet Nam looks forward to strengthening cooperation with China in areas including economy, trade, investment, connectivity, science and technology, as well as finance to enhance economic vitality and growth drivers, so as to jointly cope with risks and challenges. Viet Nam looks forward to the successful activities of the Viet Nam-China Year of People-to-People Exchanges, strengthening personnel exchanges and sub-national cooperation, and enhancing the friendship between the two peoples. Viet Nam also looks forward to strengthening cooperation with China in international and regional affairs to maintain strategic focus in the complex and volatile international situation and jointly safeguard multilateralism and the international order.
