On the morning of July 15, 2025, President Xi Jinping had a group meeting with foreign ministers and heads of permanent bodies of the Shanghai Cooperation Organization (SCO), who are in China to attend the Meeting of the Council of the Ministers of Foreign Affairs of the SCO Member States at the Great Hall of the People in Beijing.
Xi Jinping pointed out that over the past 24 years, the SCO has upheld the Shanghai Spirit and grown more mature, stronger and more vibrant. Political mutual trust among the member states has kept deepening, cooperation in various fields has yielded fruitful outcomes, and the organization has successfully blazed a path of regional cooperation that follows the trend of the times and meets the needs of all parties, setting an example for a new type of international relations. China has always prioritized the SCO in its neighborhood diplomacy and is committed to making the SCO more substantive and stronger, safeguarding regional security and stability, promoting the development and prosperity of member states, and building a closer community with a shared future. Since China assumed the rotating presidency in July last year, it has actively carried out activities and advanced cooperation, with all parties taking solid steps to jointly build a better home for the SCO. Later this year, China will host the SCO Summit in Tianjin. Xi Jinping said he looks forward to meeting with leaders of other member states in Tianjin to chart the course of the organization together.
Xi Jinping stressed that in the face of a turbulent and changing international landscape, the SCO must stay focused, remain confident, act efficiently and play a more proactive role in injecting greater stability and positive energy into the world. First, the SCO should remain true to its founding mission and serve as the torchbearer of the Shanghai Spirit. The SCO should take mutual trust and mutual benefit as the foundation of cooperation, equality and consultation as the way to get along with each other, respect for diversity of civilizations as a means to promote harmony and inclusiveness, and the pursuit of common development as the path to achieve win-win results and prosperity, to ensure that the Shanghai Spirit continues to light the way toward building an SCO community with a shared future. Second, the SCO should respond to the people's expectations and be a doer in deepening cooperation. The SCO should improve mechanisms to address security threats and challenges, strengthen security barriers, and meet the people's aspirations for a peaceful and secure life; synergize member states' development strategies with cooperation initiatives such as the Belt and Road Initiative to achieve higher-quality and more sustainable development and meet the people's aspirations for a prosperous and fulfilling life; and facilitate cross-border travel, promote people-to-people exchanges, and organize more events showcasing each country's unique cultural characteristics to meet the people's aspirations for a more enriching cultural life. Third, the SCO should shoulder its mission of the times and be a steadfast contributor to building a community with a shared future for mankind. The SCO should firmly oppose hegemony, power politics and bullying, promote a more equal and orderly multipolar world, uphold extensive consultation and joint contribution for shared benefits to make economic globalization more universally beneficial and inclusive, unite and lead the Global South, work together to build a more just and equitable global governance system, and pool great strength to build a community with a shared future for mankind.
Wang Yi, as the Chair of the Council of the Ministers of Foreign Affairs of the SCO Member States, reported on the progress made in various aspects of work since China assumed the rotating presidency and on the preparations for the Tianjin Summit.
Russian Foreign Minister Sergei Lavrov delivered remarks on behalf of the foreign delegations. He said that the SCO, with its commitment to the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations and pursuit of common development, has achieved remarkable cooperation outcomes and gained increasing international appeal. Practice has proven that the Shanghai Spirit serves the shared interests of the member states and demonstrates strong vitality. Since China assumed the rotating presidency, it has hosted a large number of events and promoted the new development of the SCO. Facing a complex international landscape, the SCO should uphold multilateralism and work for a more just and equitable international order. He added that all parties are willing to actively support China's presidency, build greater consensus, and ensure the complete success of the Tianjin Summit.
